A company with an abnormally cheap offer was chosen to maintain fire protection systems in schools in Odesa

The Center for Financing and Economic Activity of Educational Institutions of Kyivskyi District of Odesa has held a tender to select a company that will maintain fire protection systems in schools and kindergartens in the district.

According to the Prozorro electronic procurement system, three of the five bidders who offered the least amount of money for their work reached the final of the competition.

These are two limited liability companies, Spas and Liga Bezpeky, and a private enterprise, Spetsavtomatika-K. All three companies offered abnormally low bids at the second step of the auction.

An abnormally low bid price is considered to be one that is 40% lower than the arithmetic mean of the price of other bidders' bids at the initial stage of the auction, or 30% lower than the next bid price based on the results of the electronic auction. At the second stage of the auction, all three bidders agreed to work for a little more than UAH 2 million, while the expected purchase price was UAH 8 million 176.2 thousand.

An abnormally low price is determined by the electronic procurement system automatically if there are at least two bidders who have submitted their bids for the procurement item or part of it.

In this case, the two abnormally low bids differed from each other by a thousand hryvnias - Spas LLC asked for UAH 2 million 118 thousand 999, and Spetsavtomatika-K PE - UAH 2 million 119 thousand 999. The offer of Bezpeka Liga LLC was one hryvnia more expensive than the private enterprise's offer - UAH 2 million 220 thousand.

It was the proposal of the Security League that was chosen as the most cost-effective, and the proposals of the other two companies were rejected because they did not eliminate inconsistencies in the tender documentation in time.

According to the YouControl service, the Security League Limited Liability Company was registered in 2016 in Kyiv. The owners are Olena Yaroshchuk and Borys Kharchenko from Kyiv.
