The prosecutor's office has served a notice of suspicion to the company's director of unauthorized construction on the Lanzheron beach promenade.
According to the Odesa Regional Prosecutor's Office, the director is suspected of unauthorized construction in a recreational area near the Black Sea coast.
"The head of the LLC, in order to expand the territory for business and profit, illegally built part of the hotel complex, spa areas, swimming pools, and other recreational areas on a plot of land that did not belong to him," the agency said.
Since 2022, the hotel complex has been operating, the company has been making a profit, and part of the unauthorized land plot has been used free of charge. As a result of these actions, the local budget is losing money, and the local community is not using valuable land.
According to law enforcement estimates, these actions caused more than UAH 20 million in damage to the community of Odesa.
Currently, law enforcement officers are checking the involvement of other persons in the scheme of seizing land near the sea with an area of 0.0823 hectares on the embankment of Lanzheron beach.
"The prosecutor's office has already filed a petition with the court to seize the company's property," the agency added.
Earlier, Odesa volunteers launched a petition against the illegal M1 Club Apartments hotel on Lanzheron. They demanded to demolish the upper floors and restore the panorama of the Unknown Sailor Memorial. The volunteers emphasized that the construction was being carried out in violation of Ukrainian law and international conventions.
According to the official permit No. OD 112182601269 dated September 17, 2018, the facility was supposed to reconstruct non-residential premises into a water sports recreation center. Instead, the developer, SPC-RIELT, completely demolished the old building and is building a new hotel with 12 floors instead of the permitted 8. This blocked the historic panorama of the sea from the Unknown Sailor Memorial, a key element of the Eternal Flame architectural ensemble created in 1960.
