A company associated with the deputy head of the KHOVA will rebuild a school in Kherson region

The Department of Territorial Development of the Kherson Regional State Administration awarded a UAH 28.3 million contract for school repairs to Global Build Engineering LLC.

According to the Center for Public Investigations, last week the department announced via Prozorro that it had concluded the agreement without using the system. So, by December 25, 2025, Global Build Engineering LLC has to repair the building of the Vysokopil hub school and build a construction shelter on its territory for UAH 28.3 million.

On the night of November 5, 2022, the Russian military fired on the Vysokopil territorial community. One of the rockets fell near the school, damaging the building. A crater about 5 meters deep and up to 10 meters wide was formed at the point of impact near the school.

Global Build Engineering LLC started its operations in 2017 and was founded by Serhiy Tolstikov from Donetsk Oblast. The company is currently registered in Ternopil region. At one time, Bihus.info found a connection between Global Build Engineering and Anton Samoilenko, deputy head of the Kherson Regional Military Administration. Since the end of last year, the company has been operating in the Kherson region. It turned out that the company was bought out by a group of businessmen who were involved in road repairs in eastern Ukraine. Anton Samoilenko is in charge of reconstruction in the Kherson region. It was after Samoilenko's appointment that the company, which had no relevant experience, suddenly began to receive millions of dollars in contracts, the article says. Since then, the company has signed contracts worth 1.8 billion hryvnias.

Earlier, in the village of Velyka Oleksandrivka, Kherson region, a new school shelter worth more than 150 million was ordered to a Kyiv company without an auction.Ukrbud-Project-Reconstruction LLC was awarded a large contract despite the fact that the director is suspected of embezzling budget funds and the owner's father has a criminal record for treason. On December 24, the Kherson City Council's Capital Construction Department signed an agreement for the construction of a radiation shelter with a company that has been on the market for just over a year and has a registered capital of UAH 100.
