A case has been opened in Odesa regarding the brutal treatment of TCC fighters by a dog

Odessa police have opened a criminal investigation into the cruel treatment of a dog during a conflict between civilians and military personnel from the Territorial Recruitment and Social Support Center.

This was reported by the press office of the Main Directorate of the National Police in the Odessa region.

The incident took place on June 24 on Geraniyeva Street in the city’s Kyivskyi District. According to preliminary information, that evening, during a conflict between civilians and servicemen from the Recruitment and Social Support Center, the servicemen left the scene with a Jack Russell Terrier that did not belong to them, causing bodily harm to the animal in the process.

The police were notified of the incident by the animal’s 31-year-old owner, quickly located the dog, and returned it to her. After taking the dog to a veterinary clinic, where it was diagnosed with a torn anterior cruciate ligament, the woman filed a report with law enforcement. Police investigators entered information regarding the animal cruelty case into the Unified Register of Pre-trial Investigations.

Earlier, the Chornomorsk City Court in the Odesa region approved an agreement between theprosecutor and Vladislav Zelenko, a former specialist in the mobilization records department of the district territorial center for recruitment and social support in Chornomorsk.

Investigators also referred to court the case of three military personnel from the Territorial Recruitment and Social Support Center, as well as the head and a member of a civic organization, who kidnapped a man and demanded $6,000 from him. Under a plea agreement, the servicemember pleaded guilty to abuse of influence, and in exchange, the court sentenced him to a fine of 93,500 hryvnias.  

According to the investigation, in April 2025, the servicemember received 10,000 hryvnias from a man acting under the supervision of law enforcement agencies to influence a decision by a person authorized to perform state functions regarding the removal from the wanted list of a person subject to conscription during mobilization—in violation of legislation on defense, mobilization preparation, and mobilization—due to a failure to update his registration data.
