The Chornomorsk City Court of Odesa Oblast approved a plea agreement between the prosecutor and Vladislav Zelenko, a former specialist in the mobilization records department of the district territorial center for recruitment and social support in Chornomorsk.
According to the court’s verdict, under the agreement, the military officer pleaded guilty to abuse of influence, and in exchange, the court sentenced him to a fine of 93,500 hryvnias.
According to the investigation, in April 2025, the military officer received 10,000 hryvnias from a man acting under the supervision of law enforcement agencies to influence a decision by a person authorized to perform state functions regarding the removal from the wanted list of a person subject to conscription during mobilization—in violation of legislation on defense, mobilization preparation, and mobilization— due to a failure to update his registration data.
In May 2025—6,000 hryvnias for influencing the decision of a military medical commission to declare the client unfit for military service.
In September—12,000 hryvnias for influencing the decision to remove the client from the wanted list as a person subject to conscription during mobilization.
Earlier,police in Odesa detained a 33-year-old operator at a military unit who had promised to assist those seeking to resolve mobilization issues for 5,000 U.S. dollars. Police determined that the detainee had promised assistance to a conscription-eligible resident of Odesa who had been placed on the wanted list by the District Recruitment and Social Support Center for violating military registration rules.By exerting influence onofficials at the Recruitment and Social Support Center, he guaranteed that the man would be removed from the wanted list and given fictitious employment at a critical infrastructure facility, resulting in a deferment of military service.
