Verification of Starlink terminals: step-by-step instructions

In order to control the use of Starlink in Ukraine and prevent its use by the enemy, a whitelist system has been introduced - an official list of terminals authorized for operation.

The suspension of Starlink operation by the occupiers, which was agreed upon by Ukraine, has already led to serious problems with the interaction of units, logistics and the use of unmanned systems of various types - from ground to air, the DIU said. "In Ukraine, terminals can operate officially, but they need to be verified. Each verified terminal helps to distinguish its own communication from the enemy's, block occupiers' devices and maintain a stable Internet for Ukrainians.

Verification involves assigning a specific Starlink terminal to a specific user on a one-time basis. After being added to the white list, the equipment operates without technical restrictions. Unverified devices can be forcibly disabled for security reasons.

What is a Starlink whitelist and how it works

A whitelist is a list of verified terminals that are allowed to operate on the satellite Internet network.

The main idea is simple: if a device is confirmed, it works without restrictions; a device that is not on the list will be disabled.

To ensure that Starlink terminals work stably for Ukrainian citizens but are not used by the enemy, a whitelist mode has been introduced - a list of verified devices.

The service was launched on February 3, 2026:

at ASCs and Ukrposhta and Nova Poshta branches for individuals and sole proprietors;
via the Diia portal for legal entities.

Important: the procedure does not apply to the Defense Forces of Ukraine, which already have a separate secure algorithm.

How to authorize Starlink to work in Ukraine

Before submitting an application, you need to prepare the terminal data:

KIT number (on the box, if preserved);
UTID or Dish ID (in the application or on the body);
Starlink user account number (if available).

For civilians and individual entrepreneurs

The applicant personally applies to any ASC and submits a request to include the Starlink terminal in the whitelist.

To do this, you need to

Prepare a passport and an RNOKPP;
apply to the ASC;
submit an application to the administrator.

If the user has several terminals, they need to take them with them - this is a security requirement to prevent abuse. The procedure is free of charge.

Limitations on the number of devices

1 terminal - without mandatory physical inspection;
up to 3 terminals - upon presentation of each of them.

Verification for legal entities via Diia

For businesses, the procedure is carried out remotely and does not require a visit to the ASC.

Required data

KIT number of the terminal (if available);
UTID or Dish ID;
Starlink account number.

Application algorithm

Log in to the Diia portal using the legal entity's QES.
Select the service of notification about the use of Starlink terminals.
Check company information automatically pulled from state registers.
Fill in the information about the terminals and Starlink account.
Sign the application with a qualified electronic signature.
The information is automatically transferred to the Ministry of Digital Transformation.

Quantitative limits

up to 10 terminals - for standard enterprises;
unlimited - for critical companies.

Registration of Starlink terminals through Ukrposhta and Nova Poshta

Registration through Ukrposhta

The service is aimed primarily at individuals who do not use online portals or live in communities without ASCs.

Just like in the ASC, individuals can verify one Starlink remotely - they do not need to bring the device. If there is more than one device, the next two (no more) must be brought with you when you submit your application.

Unverified Starlinks will not be activated without verification to prevent the use of satellite communications in enemy drones. After submitting an application through Ukrposhta or the ASC and successfully registering it, the terminal will automatically be restored to operation within 72 hours. You will receive an SMS notification about the success of your application.

What you need for registration

passport (ID card or book);
identification code (RNOKPP);
UTID or Dish ID (in the Starlink application settings) and additionally, but not necessarily, the KIT number of the device (indicated on the box)

Registration via Nova Poshta

Individuals can register up to three devices per person at Nova Poshta offices. If you have only one Starlink, it can be verified remotely and you do not need to bring it to the office. If you have more devices, you need to have them with you when you visit the post office.

To complete the verification as quickly as possible, we recommend that you pre-register on the Nova Poshta website

In order to verify Starlink at a Nova Poshta branch, you need to provide the operator with

Passport (ID card or international passport);
RNOKPP (identification code);
KIT-number (serial number of the kit) - usually located on the box;
UTID (unique terminal identifier) and/or Dish ID (antenna/terminal identifier);
your account number on the Starlink terminal portal;
a link to the portal where you can check this number.

A separate document is created for each Starlink terminal. After registration, the data is automatically transferred to the Ministry of Digital Transformation of Ukraine. You can track the status of device verification in your personal account in the Starlink application.

Starlink registration for the military

The Defense Forces already have a secure registration system in place through the DELTA platform, which allows them to control the use of satellite communications and prevent unauthorized use. According to official information from the Ministry of Defense of Ukraine, the implementation of such solutions is aimed at increasing the level of security, coordination of units and technological superiority of the Ukrainian military.

Features:

no need to visit the ASC;
no need to use Diia;
no need to re-register equipment to military units;
it is enough to add the device to the official list.

DELTA is a closed and secure digital system designed exclusively for the needs of the Defense Forces. Open sources do not contain detailed descriptions of the step-by-step procedure for registering users in the DELTA system, similar to that used in civilian services (via e-mail, phone or web portal). Only authorized persons and units have access to the platform, and accounts are created through official military structures as part of official procedures - after appropriate verification and approval.

Practical tips before registering a Starlink terminal

check the serial numbers in advance;
make sure that the terminal is registered for you or your company;
do not lose the box - it often contains the necessary data;
prepare a QES for your business in advance.

Registration takes a minimum of time but guarantees the smooth operation of the equipment
