In order to control the use of Starlink in Ukraine and prevent its use by the enemy, a whitelist system has been introduced - an official list of terminals authorized for operation.
The suspension of Starlink operation by the occupiers, which was agreed upon by Ukraine, has already led to serious problems with the interaction of units, logistics and the use of unmanned systems of various types - from ground to air, the DIU said. "In Ukraine, terminals can operate officially, but they need to be verified. Each verified terminal helps to distinguish its own communication from the enemy's, block occupiers' devices and maintain a stable Internet for Ukrainians.
Verification involves assigning a specific Starlink terminal to a specific user on a one-time basis. After being added to the white list, the equipment operates without technical restrictions. Unverified devices can be forcibly disabled for security reasons.
A whitelist is a list of verified terminals that are allowed to operate on the satellite Internet network.
The main idea is simple: if a device is confirmed, it works without restrictions; a device that is not on the list will be disabled.
To ensure that Starlink terminals work stably for Ukrainian citizens but are not used by the enemy, a whitelist mode has been introduced - a list of verified devices.

The service is aimed primarily at individuals who do not use online portals or live in communities without ASCs.
Just like in the ASC, individuals can verify one Starlink remotely - they do not need to bring the device. If there is more than one device, the next two (no more) must be brought with you when you submit your application.
Unverified Starlinks will not be activated without verification to prevent the use of satellite communications in enemy drones. After submitting an application through Ukrposhta or the ASC and successfully registering it, the terminal will automatically be restored to operation within 72 hours. You will receive an SMS notification about the success of your application.
What you need for registration
Individuals can register up to three devices per person at Nova Poshta offices. If you have only one Starlink, it can be verified remotely and you do not need to bring it to the office. If you have more devices, you need to have them with you when you visit the post office.

The Defense Forces already have a secure registration system in place through the DELTA platform, which allows them to control the use of satellite communications and prevent unauthorized use. According to official information from the Ministry of Defense of Ukraine, the implementation of such solutions is aimed at increasing the level of security, coordination of units and technological superiority of the Ukrainian military.

Open sources do not contain detailed descriptions of the step-by-step procedure for registering users in the DELTA system, similar to that used in civilian services (via e-mail, phone or web portal). Only authorized persons and units have access to the platform, and accounts are created through official military structures as part of official procedures - after appropriate verification and approval.
