The traditional declaration season has once again opened up the financial life of the Mykolaiv Regional Council. The 52 deputies whose declarations were found in the NACP register declared a total of UAH 153.4 million in income and UAH 294.6 million in savings for 2025.
Seven other MPs were not found in the register: Volodymyr Vovk, Vitaliy Homerskyi, Vadym Olabin, Ruslan Peresunko, Vladyslav Martychenko, Oleh Soltys, and Kateryna Stokolias.
Vladyslav Martychenko did not file a declaration, as he has been defending Mykolaiv since March 2022. As of 2025, he was a company commander. For officials who are mobilized into the Armed Forces of Ukraine or perform tasks in the interests of defense, the time for filing declarations has been postponed until the end of martial law or demobilization.
Kateryna Stokolias did not file a declaration for 2025, as she joined the Mykolaiv Regional Council on April 16, 2026.
As for the others, sometimes declarations are submitted but do not appear in the public part of the NACP register due to the need to protect data during the war or due to removal from public access at the request of the special services.
TheCenter for Public Investigations, together with Intent, analyzed the data from the NACP's open registry and compared it with the previous year's figures.
The income rating for 2025 was headed by Valerii Bednii with UAH 40.85 million of personal income. However, last year his figure was much higher: in 2024, he declared UAH 98.20 million, which means that this year his income fell almost twice (-58.4%). Nevertheless, Bednyi remains the undisputed leader of the Mykolaiv Regional Council, with his personal income more than twice as high as that of the second-place deputy.
The second place was taken by Serhiy Shulhach with a total family income of UAH 21.12 million, where UAH 10.92 million was the personal income of the deputy and UAH 10.20 million was the income of his wife. Compared to 2024 (UAH 11.15 million), the figure almost doubled.
The most noticeable leap in income growth was made by Vitalii Shevchenko, who took third place in our ranking with UAH 19.05 million for the year (UAH 18.59 million - personal). In 2024, he was not among the top five with an income of UAH 4.98 million, but now he ranks third. This may be due to the fact that his wife's salary at GNEIS-S LLC almost doubled, the MP's pension increased by 10 thousand, and the receipt of dividends also had an impact. While in 2024 the MP received dividends worth UAH 4.5 million, the next year he received 18.2 million. He also received a salary from Mykytivskyi Quarry LLC of over UAH 43 thousand.
Olena Gerasymchuk is the fourth with UAH 6.62 million in annual income (personal income - UAH 2.61 million, family income - UAH 4.02 million). A year ago, she had UAH 7.03 million and ranked third.
Andriy Zakusilov took the fifth place with UAH 5.76 million of almost entirely personal income. Last year, he was not in the Top 5 with UAH 4.30 million.
Outside the top five were Iryna Shabilianova (UAH 5.19 million, up from UAH 2.17 million in 2024) and Anatoliy Nikolenko, whose income soared from UAH 0.15 million to UAH 3.12 million.
At the other end of the spectrum are Oleg Kozlov and Lyudmila Kosheva, who had zero income for the year.
Valeriy Bednyi also topped the savings rating with UAH 109.85 million. A year ago, he had UAH 123.45 million, which means that there is a slight decrease in income. The structure is illustrative: UAH 70 million in cash, about UAH 20.6 million in bank accounts, and €124,704 (~UAH 5.6 million) in foreign currency. This is 37% of all the savings of 52 MPs together.
The second place was taken by Serhiy Shulhach with UAH 49.10 million of family assets (UAH 28.87 million - personal), which is slightly more than last year, when his savings amounted to UAH 44.27 million. The structure is atypical: UAH 18.43 million and another UAH 26.3 million are funds lent to third parties - Mykolaivtransport Plus LLC, Chornomorskyi Olimp LLC, Transpivden LLC, and Mykolaivmagistral PE. The MP keeps $212,013 in cash, and his wife has $148,167.
The third place went to Andriy Fatianov with UAH 20.63 million in savings, which remained virtually unchanged (20.86 million in 2024). However, the declarant personally keeps less than his wife: UAH 8.89 million versus UAH 11.74 million. The MP has $146 thousand in cash and his wife has $273 thousand.
Andrii Holovchanskyi took the fourth place with UAH 15.26 million in total (UAH 16.20 million in 2024). An interesting detail is that the MP has only UAH 0.76 million in personal assets, while his wife has UAH 14.51 million in cash ($200 thousand). 95% of family savings are registered in her name, and this proportion has not changed since last year.
Fifth place went to Hryhoriy Tashlyk with UAH 14.34 million in savings, almost identical to last year's UAH 14.35 million. Among them, he has $185 thousand in cash.
Volodymyr Frolenko (UAH 13.06 million, $310 thousand in cash) and Yuriy Mavrodiyev (UAH 12.45 million, down from UAH 11.62 million) are outside the top five.
Among those who have significantly increased their savings: Iryna Shabilianova - from UAH 1.29 million to UAH 3.22 million and Vitaliy Porkhun - from UAH 1.10 million to UAH 2.12 million. Instead, Oleksandr Mosin reduced his savings from UAH 9.08 million to UAH 6.57 million.
38 out of 52 MPs declared non-zero savings.
Valeriy Bednyi is the leader in the rating of residential real estate with 873 square meters between 13 properties. It is noteworthy that all the real estate of the deputy of the Mykolaiv Regional Council is located in Odesa: apartments ranging from 50 to 208 square meters in different districts of the city.
The second place was taken by Vitaliy Shevchenko with 625 sq. m. in 15 properties. The bulk of his properties are apartments and small houses (50-64 sq m) in Voznesensk and Malodvoryanka village, Voznesensk district. He purchased five of these houses in 2024 for UAH 110.4 thousand.
Ivan Bilous took the third place with 456 square meters. The MP owns two 214-square-meter houses in Rybakivka (resort area of Mykolaiv district) and a share in an apartment in Mykolaiv. The fourth place went to Serhiy Maiboroda with 426 square meters, consisting of two apartments in Kyiv (159 and 135 square meters) and an apartment in Mykolaiv (132 square meters).
The last fifth place in the housing ranking was taken by Anton Tabunschyk, the head of Mykolaiv Regional Council, with 408 square meters. This is half of a 544-square-meter house in the village of Mishkovo-Pohorilove and an apartment in Mykolaiv.
According to the analysis, some deputies have housing in cities, some buy rural houses, and some have no housing at all.
Takhir Sadridinov was the undisputed leader in non-residential real estate with 13,885 sq m in seven projects. Almost the entire array is concentrated in one place - in Ivanivka village, Mykolaiv district. The largest property is a non-residential building with an area of 10,580 sq m, followed by another 1,378 sq m and a 288 sq m garage.
The second in the ranking wasVitaliy Shevchenko with a non-residential property of 6,434 sq m. The property is located in Kryvyi Rih, Dnipro region.
The third place was taken by Volodymyr Frolenko with 3,894 sq m in two properties in Pryvilne village, Bashtanka district (3,646 + 249 sq m). Alla Ryazhskikh took the fourth place in the rating with 2,536 sq m in two properties in Mykolaiv (1,961 and 575 sq m). Andriy Holovchansky took the fifth place with 1,442 sq m in Pervomaisk, which includes a non-residential property of 1,415 sq m and a garage.
Nadiia Ivanova has the largest land bank: 131 hectares in 49 plots, all of which she owns. A year ago, she had 79.58 hectares and 39 plots, so the increase was 51.85 hectares and 10 new plots. The plots are concentrated mainly in Mykolaiv district: the largest is 83.7 hectares in Kapustyno village, 65.8 and 59.5 hectares in Karavelove village.
The second largest landowner is Vitaliy Shevchenko, who has 67 hectares in 29 plots. For example, in 2024, he had 63.19 hectares. The plots are scattered between Bashtanka and Voznesensk districts: the largest is 26 hectares in Rozanivka village, another 8.5 and 7 hectares in Sofiyivka village, and several 5.1 hectares each in Trykraty and Buzke.
The third place was taken by Volodymyr Frolenko with his 52 hectares in 11 plots, while in 2024 it was 42.12 hectares. All the land plots are located in Bashtanka district - the village of Novosergiivka and the village of Prykarpattya. Novosergiivka and Pryvilne village (mostly plots of 5-7 hectares).
The fourth largest landowner is Tetiana Demchenko with 47 hectares in Voznesenskiy district, which has not changed since last year. Most of the area is made up of several large plots in Velyka Solona village (9.7-9.9 hectares each).
Valeriy Bednyi took the fifth place with 30 hectares in 13 plots, no changes since 2024. He owns 12 plots of 2 hectares each in the Voznesensk district (Zelene, Kolosivka, Bondarivka, Novosvitlivka) and one large plot in the village of Vyzyrka, Odesa region, with an atypical form of ownership.
All MPs together declared 373 hectares of land in their ownership or joint ownership.
The absolute leader in terms of the number of vehicles is Nadiia Ivanova, who declared 44 vehicles, 40 of which are registered personally to the MP and 4 to her family. The elected official mostly uses agricultural and special equipment made in the 1980s and 1990s.
The second place in the car rating was taken by Volodymyr Frolenko with his 30 units of declared vehicles. The MP himself owns 25 vehicles, and his family owns 5 vehicles. Among them are MAZ trucks, trailers, and BRP snowmobiles.
The third place was taken by Serhiy Shulhach with 18 vehicles (16 owned), including BMW X3 and agricultural machinery. Yuriy Mavrodiyev took the fourth place with 16 vehicles, but 15 of them are registered to family members - he owns only a Mercedes-Benz E 250. The last fifth place went to Tahir Sadridinov, who declared 8 vehicles (tractors, a forklift) registered exclusively to the declarant.
Valuable movable property in the declarations of Mykolaiv regional council deputies is modestly presented - no fur products, jewelry sets or watch collections, which are typical for some other regional councils. Only four deputies declared some items in this category.
Oleksandr Yasynskyi is the only deputy with declared luxury items. He has two Swiss watches worth a total of UAH 360,500. Andrii Holovchanskyi listed jewelry without specifying its value. Koshova and Fatianov included solar power plants in their declarations, which are atypical but practical assets.
In both 2024 and 2025,Andrii Holovchanskyi kept 95% of his family assets in his wife's ownership, including $200,000 in cash. The MP has UAH 0.76 million in personal savings.
Andriy Fatianov 's wife also has more than he does: UAH 11.74 million versus UAH 8.89 million, and this proportion remains stable from year to year.
Vitaliy Porkhun and Ihor Shcherbyna declared zero personal savings, while their families have UAH 2.12 million and UAH 1.04 million, respectively.
Two MPs declared real estate abroad: Olena Herasymchuk - a 129-square-meter property and Oleksandr Mosin - a 69-square-meter room.
Serhiy Shulhach is a third-party creditor worth UAH 26.43 million in total - together with his wife.
Thus, UAH 293 million in savings and UAH 153 million in income - this is the total financial profile of the Mykolaiv Regional Council in 2025. Poor holds UAH 70 million in cash and, despite a twofold drop in income, remains the unchanged leader of both ratings.
Shevchenko almost quadrupled his income over the year and became one of the three richest MPs. Ivanova increased her land bank by 52 hectares and declared 45 pieces of equipment. Holovchanskyi traditionally keeps 95% of family savings in his wife's possession. Seven deputies did not file declarations.
