In Chornomorsk, 84 million for energy protection was given to the company of an ex-deputy

In Chornomorsk, the former MP's company was awarded a contract worth UAH 84 million without an open tender. Previously, the businessman's companies were mentioned in criminal proceedings for alleged tax evasion.

The Chornomorskteploenergo utility company of the Chornomorsk City Council signed an agreement for the construction of the KSU 4.1 facility worth UAH 84 million. The procurement was conducted without a competitive procedure, arguing that it was necessary to protect the critical infrastructure of the fuel and energy sector under martial law. This tender concerns the construction of a cogeneration unit to ensure autonomous and combined heat and power generation.

According to the documents, the work is scheduled to be completed by August 31, 2026. The bulk of the funding - more than UAH 83.7 million - will be provided from the state budget reserve fund, and another UAH 250 thousand will be allocated from the local budget.

Chornomorskteploenergo was the customer of the works. The tender documentation states that the direct procurement was conducted in accordance with Cabinet of Ministers Resolution No. 1178, which allows for the conclusion of contracts without open bidding for the construction and repair of critical infrastructure during martial law.

The winner was Odesa-based Construction Technologies 2000 LLC, which was awarded the contract for the full expected amount of UAH 84 million including VAT. The contract was signed on May 7, 2026.

According to the YouControl analytical system, the company was registered in Odesa in 2024 with a registered capital of UAH 120 thousand. The company specializes in construction, and its owner and director is Vladyslav Perehudov, a former deputy of the Lyman District Council from the European Solidarity party.

The company has only been participating in public procurement since 2025, but has already received contracts worth more than UAH 222 million. In 2025 alone, the amount of contracts exceeded UAH 136 million.

Among the company's main customers are the Department of Capital Construction and Roads of the Odesa Regional State Administration, Municipal Enterprise "Vyzyrske Dzherelo", Municipal Enterprise "Vyzyr Primary Health Care Center", Department of Education, Youth and Sports of the Vyzyr Village Council, Kryzhynka Sports School, and Chornomorskteploenergo.

In journalistic investigations, the company was repeatedly mentioned in the context of obtaining budget contracts without competition. In addition, there are criminal proceedings related to the activities of related entities.

Thus, according to the Odesa Court of Appeal, Bild Construction Group LLC has won state tenders worth more than UAH 76 million since 2020. The investigation believes that in 2022-2024, the company did not reflect almost UAH 23.9 million of budget funds received to the company's accounts in its tax reports. As a result, according to law enforcement, the budget did not receive almost UAH 4 million in taxes.

The case file also mentions City Technologies LLC. According to the audit, in 2020-2023, the company failed to declare more than UAH 36.2 million received from Bild Construction Group LLC, which could have led to non-payment of more than UAH 6 million in VAT. Law enforcement officers estimated the total losses to the state budget at over UAH 18.1 million.

The court materials state that Vladyslav Perehudov, who was the director and chief accountant of the company, was responsible for the financial and economic activities of Bild Construction Group LLC. He is also the chairman and co-founder of City Technologies LLC, as well as the founder of Construction Technologies 2000 LLC, Invest-Trading PE and CRT Plast LLC.

In March, Intent conducted an investigation into why the winter season of 2022/23 was so difficult for Odesa. Due to regular Russian shelling of the city's energy infrastructure, the city was without electricity for almost all winter months. At the same time, in November 2025, Odesa received 13 cogeneration units, but the local authorities managed to install only one of them.
