Winner of tender for repair of shelter in Kherson suspected of fraud

The winner of the tender for the overhaul of the regional hospital shelter has been announced in Kherson. It was a company that has a dubious reputation due to a criminal case for overstating the cost of work.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

In April, the Kherson Regional Clinical Hospital announced a tender for the overhaul of the basement of the medical building. The cost of the work was estimated at UAH 35.5 million. The winner of the tender has until December 25, 2025 to complete the repairs. The customer is acting in accordance with the order of the head of the Kherson Regional Military Administration, and the project is being implemented with the support of the International Committee of the Red Cross.

The auction took place on May 2 and was attended by three companies - D.I.S. Construction Company, Khersonmarket Private Enterprise, and Dniprobursevis, which submitted the cheapest offer and is currently awaiting a decision on signing the agreement. By the way, the company's offer was about UAH 600 thousand less than the expected purchase amount.

The CPR decided to find out what kind of company it was, whether it had political connections, or whether it was involved in criminal cases.

According to YouControl, the company was registered in 2008 with a registered capital of 60 thousand hryvnias. The main KVED is the construction of residential and non-residential buildings. The company also has two licenses: economic activity related to the creation of architectural objects and drilling, operation and overhaul of wells during geological exploration and development of mineral deposits.

Dneprobursevis LLC has earned more than 96 million in public procurement. Previously, the company's services were used by customers from Kyiv region, but in 2024, the main customers were the Kherson Regional Clinical Hospital and the Main Department of the National Police in Mykolaiv region.

In 2018, the company came to the attention of law enforcement. According to a ruling of the Kyiv-Svyatoshynskyi District Court, Dniprobursevis LLC did not fully complete the construction of a well for a school, although the acts of completion stated that the work was completed. This led to losses for the state in the amount of UAH 450 thousand. Despite the existence of a case of forgery, the company continues to receive government orders.

Another UAH 100 million tender for the reconstruction of the Kyselivska gymnasium in Kherson region was won by a company with a controversial reputation. It was previously mentioned in cases of possible financial fraud through fictitious companies.
