Usativ schoolchildren chose a breadwinner for almost 8 million without an auction

The Usativ village council of Odesa district has conducted a procurement to select a company that will be paid for catering services for students of general secondary education institutions of the Usativ village territorial community.

This is reported in the Prozorro electronic procurement system.

The procurement was conducted in the format of open bidding with the peculiarity that the "winner" had no competitor.

Thus, Fabryka Smaku Limited Liability Company claims UAH 7 million 714.6 thousand for providing meals for students of the community's schools this year.

We are talking about 980 students in grades 1-4 in the following educational institutions:

• Usativsky lyceum named after P.D. Vernydub in the village of Usatove.
• Mizhlymansk gymnasium in the village of Naberezhne.
• Augustów Lyceum in the village of Augustówka.
• Illinsky gymnasium in the village of Illinka.
• Marynivka Gymnasium in the village of Marynivka.

The Fabrika Smaku company was registered in May 2015 with an authorized capital of UAH 1 thousand, and two months later it received an order for catering for Odesa hospitals. The director and owner of the company is Ihor Levinson.

The Center for Public Investigations previously reported that according to the YouControl analytical platform, several employees of the "Fabrika Smaku" are subject to declaration. For example, Natalia Bychok used to combine her work at the Smaku Factory with work at the Legal Department of the Odesa City Council. And Yevheniia Lianna, according to the declaration, combined her work at Fabrika Smaku with work at the Odesa division of the Antimonopoly Committee.

Earlier, the Centers for Financing and Economic Activities of Educational Institutions of Peresypskyi, Khadzhybeyskyi and Prymorskyi districts of Odesa pre-selected companies that will provide catering services to children in educational institutions.

The total amount of funds for the three procurements is UAH 50 million 717 thousand, most of which will be awarded to Fabrika Smaku Limited Liability Company.

In particular, it will feed schoolchildren in Peresypsky and Prymorsky districts for UAH 20 million 600.1 thousand and UAH 19 million 605.3 thousand, respectively.

In Peresypskyi district, the company will feed 2,280 students, and in Prymorskyi district - 2,320.

Instead, Nikcenter journalists accused Fabryka Smaku LLC of monopoly, arranged tenders, and providing catering services to Odesa medical institutions at inflated prices.
