Odesa terminates 6-million-dollar agreement on food for children

A UAH 6.6 million service procurement agreement concluded in violation of the law was terminated in Odesa.

This was reported by the press service of the Odesa Regional Prosecutor's Office.

According to the agency, in January of this year, one of the district's educational institutions, a municipal institution, entered into an agreement with the company to provide catering services for children based on the results of an open tender.

At the same time, the client did not reject the tender offer of the participant, despite the fact that the company did not provide a full package of documents required to confirm the qualifications of employees, their experience, as well as the availability of relevant certificates and training in labor protection. In addition, the educational institution unreasonably amended the essential terms of the contract, in particular, regarding the organization of meals for children.

Earlier, the Southern Office of the State Audit Service reported that it had insisted on terminating the agreement between the Center for Financing and Economic Activities of Educational Institutions of Khadzhybeyskyi District of Odesa and the company that organized meals for children at the Odesa Lyceum with enhanced military and physical training. The reasons given were that, according to the additional agreement to the contract, its essential terms were unreasonably changed, namely: instead of five meals a day for children in the period from January to May 2026, two meals a day were provided.

According to the Prozorro system, the procurement was conducted on December 25, 2025, in the format of an open tender with special conditions, and the only participant was Fabrika Smaku Limited Liability Company. The company was to receive UAH 6 million 696.7 thousand under the contract.

According to the YouControl service, Fabryka Smaku LLC was registered in 2015 with an authorized capital of UAH 1 thousand. The company is owned by Ihor Levinson and Dmytro Nikitin. Since 2016, the company has received more than UAH 2.6 billion in public food procurement and has long been the main supplier of food for hospitals, schools, police and military units in Odesa.
