Two Odesa courts are among the five busiest in Ukraine

The Council of Judges of Ukraine has published an updated interactive map with approximate calculations of the workload standards for courts and judges, taking into account the number of cases considered by courts in 6 months of 2025.

According to the press service of the Kyiv Court of Odesa, this court is on the list of the busiest in terms of the number of cases it received.

The 20 judges who work in the court received 25,763 cases, and according to the standards, 98 judges are needed to consider this number of cases. The fifth place is occupied by the Prymorskyi Court of Odesa, which has 19,183 cases for 26 judges, which would require 79 judges to consider according to the standard. Khadzhybeyskyi court of Odesa ranks 12th, and Peresypskyi court ranks 15th.

Judges of the Kyiv District Court of Odesa have the highest workload in Ukraine, with 20 judges considering five times more cases than the standard.

In May, the Odesa Court of Appeal appealed to the High Qualification Commission of Judges of Ukraine (HQCJ) to increase the number of vacant positions from 23 to 27 within the competition announced by the HQCJ in 2023 to meet the real needs of the court. Excessive workload of judges creates preconditions for violation of deadlines, lengthy consideration of cases, untimely issuance of court decisions, etc. Judges are currently forced to schedule hearings for the end of 2025 and beyond.

According to the information published quarterly by the COJ, in 2019, the Odesa Court of Appeal received 27,465 cases and materials and accordingly determined the number of 96 judges, in 2020 - 20,784, in 2021 - 21,733, in 2022 - 16,404, in 2023 - 20,961 (third place in terms of the number of cases and materials among general appellate courts), the number of judges according to the standards should be 63 judges.
