The state has begun the stage of transferring the terminals of the Chornomorsk port to a concession

One of the key stages of the concession tender for the first and container terminals has started at the Chornomorsk port. Potential investors have already gained access to the project data and have begun to analyze the terms of future cooperation with the state.

This was reported by the press service of the Ministry of Community and Territorial Development.

The tender commission has officially launched a competitive dialogue procedure within the framework of the concession tender for the first (universal) and container terminals in the port of Chornomorsk.

At this stage, the state provides the participants with the basic terms of the future concession, and investor companies conduct a comprehensive analysis of the assets. This includes studying the technical condition of the facilities, financial indicators, operational processes, and assessing the project's development prospects. Participants also prepare their own proposals and recommendations on the terms of the concession.

All potential investors have already signed non-disclosure agreements and gained access to the necessary documentation.

According to Oleksiy Kuleba, Vice Prime Minister for Reconstruction of Ukraine, Minister of Communities and Territories Development of Ukraine, the competitive dialog will last 75 days. During this time, the state and business will jointly develop an optimal concession model that takes into account the interests of the state, local communities and investors.

After the dialogue, the tender committee, together with the EBRD and IFC advisors, will process all the proposals received and prepare the final version of the concession agreement and tender documents. After the documents are approved, the participants will have additional time to submit their final proposals.

The Ministry of Communities and Territories Development notes that the project in the port of Chornomorsk may become the largest example of public-private partnership in the port sector in the history of independent Ukraine. It is also the first such infrastructure project to be implemented in a full-scale war.

The modernization of the terminals is expected to upgrade the port infrastructure, increase the efficiency of the port, save more than a thousand jobs, and ensure stable revenues to the state and local budgets.

The tender committee for the selection of a concessionaire for the First and Container terminals in the port of Chornomorsk in Odesa region decided to admit applicants to the tender in early April.

At the prequalification stage, the commission assessed the applicants' compliance with key requirements, including financial solvency, experience in managing port or logistics assets of a similar scale, and experience in implementing infrastructure investment projects.
