The search for a repairer for the SEC building in Izmail for 12 million was decided to be repeated

The Capital Construction Department of the Izmail City Council in Odesa Oblast has re-announced a tender to select a contractor for the reconstruction of the premises of the B building of the District Territorial Center for Manning and Social Support.

The announcement was published in the Prozorro electronic procurement system.

The new auction with an expected procurement value of UAH 12 million is scheduled for September 19 in the format of an open tender with special features.

The previous procurement was held on August 22 in the format of open bidding with special conditions and the winner had no competitors. The private enterprise Izmailstroy was chosen. After signing the agreement, the company expected to pay UAH 12 million 297 thousand. However, that procurement was canceled due to the inability to eliminate the identified violations of public procurement legislation. In particular, the deadline for submitting tender proposals was incorrect.

Open bidding with special features means that almost all deadlines are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
