A session of the city council has been convened in Odesa. The meeting is to consider draft decisions related to the budget, urban planning, land issues, and the activities of utilities.
The corresponding order was signed by the acting mayor Igor Koval.
The XLVIII session of the City Council of the VIII convocation is scheduled to be held in Odesa. The meeting will be held on December 12, 2025 at 10:00 a.m. in the session hall of the Odesa City Council. Traditionally, the event will be broadcast online by Intent.
The resolution also sets out the preliminary agenda of the meeting, which covers several key blocks of issues.
These include an analysis of the activities of the Odesa City Council and its executive bodies, discussion of the budget and finances, approval of targeted programs and concepts for the city's development, urban planning and land relations. It is also planned to consider issues related to municipal property, creation, reorganization and change of names of municipal enterprises, institutions and establishments, as well as deputy inquiries.
Recently, Petro Obukhov, a deputy of the Odesa City Council, expressed doubt that the city would get inclusive toilets worth five million hryvnias. He explained that the project was supported by Deputy Mayor Hanna Pozdnyakova, who has already submitted her resignation.
On November 19, during the city council session, the discussion about the installation of such toilets arose again. Currently, only one is planned to be purchased and installed. Deputy Volodymyr Kornienko noted that the inclusive restroom on Soborna Square, which they want to install despite the existing one, is too expensive - more than six million hryvnias.
At a session on November 19, members of the Odesa City Council also decided that the previously established rules for the arrangement and operation of beaches had become invalid due to changes in legislation.
The Law of Ukraine "On Lease of State and Communal Property" now prohibits leasing beaches as landscaping facilities or hydraulic structures, as was the case under the 2007 rules. Now beaches can only be leased as land plots of the water fund - through open land auctions.
