Plans to build a large maritime terminal in Mykolaiv have once again taken center stage among city council members, but this time the discussion was halted before the issue could be considered on its merits. The reason was a dispute over whether part of the information could be heard without an online broadcast for security reasons.

This issue was discussed at a meeting of the Mykolaiv City Council’s Standing Committee on Economic and Investment Policy.

During the meeting, Oksana Sebova, the head of Rivergate LLC, explained that before the full-scale war, the company had planned to implement a project to build a maritime terminal with a capacity of approximately four million metric tons of grain transshipment on the site of the former “Okean” shipyard.

According to her, the project was expected to create at least 150 jobs, but its implementation was halted by the war. At the same time, the company representative noted that she would prefer not to disclose specific details publicly so as not to expose the company to additional risks.

However, not all council members supported this idea. One committee member stated that the discussion of tax incentives should remain open, as these are decisions that affect the entire community. He emphasized that the rules for granting tax incentives must be the same for all companies and should not be handled behind closed doors.

Following the discussion, the deputies decided not to consider the requests from Rivergate and several other companies that day. By the next meeting, the companies must determine whether their reports contain sensitive information, after which the commission will decide on the format for their review.

In Mykolaiv, officials also approved the transfer of a land plot located beneath the M-14 Odesa–Melitopol–Novoazovsk state highway within the city limits from municipal to state ownership.
