The case on suspicion of misappropriation of funds by the head of Fontansky village council was sent to court

Detectives of the Territorial Department of the Bureau of Economic Security in Odesa region have sent to court an indictment against Natalia Krupytsia, head of the Fontansky village council of Odesa district, and the director of a construction company.

According to the BES press service, it was established that the head of the village council entered into a contract with a contractor for the reconstruction and improvement of coastal protection works along the Black Sea coast worth more than UAH 15 million.

Subsequently, as the administrator of the local budget, she transferred UAH 3 million in advance funds to the contractor's accounts. Before the end of her term, she signed acts with knowingly false information about the supply of construction materials, which was not actually carried out.

Subsequently, after the election results were announced and her powers as the head of the village council were recognized, the suspect, fearing exposure, initiated termination of the contract with the construction company. After returning the advance funds, the woman entered into a new contract for UAH 12.8 million with a company under her control, which is located at the same address as the previous one.

"In order to hide the evidence of misappropriation of budget funds and knowing about the actual absence of construction materials, the head of the village council forged documents on their transfer to the contractor for safekeeping," said Serhii Muntyan, Head of the BES in Odesa Oblast.

Based on the evidence collected, the head of the village council is charged with committing an offense under Part 1 of Article 366 of the Criminal Code of Ukraine (issuance of knowingly false official documents by an official) and Part 5 of Article 191 of the Criminal Code of Ukraine (misappropriation of property by an official through abuse of office, committed by prior conspiracy by a group of persons, in a particularly large scale).

The director of the construction company was served a notice of suspicion under Part 1 of Article 366 of the Criminal Code of Ukraine (issuance of knowingly false official documents by an official). The indictment was sent to court.
