MP's company to repair sewage system in Izmail for 16 million

The Housing and Communal Services Department of the Izmail City Council has signed a contract without bidding for the current repair of the sewer collector on Kopanaya Balka in Izmail.

An Intent correspondent writes about this with reference to the public procurement website Prozorro.

The works were estimated at UAH 16 million 551 thousand. The funds will be allocated from the local budget. Rodnik, a private enterprise owned by Izmail City Council member Igor Dekhtyarev, was selected as the contractor. According to the terms of the contract, the company must complete the entire scope of work by November 30, 2026.

As stated in the justification for the procurement, on March 20, the Commission on Technogenic and Environmental Safety and Emergency Situations of the Izmail City Community held an offsite meeting on Prydunayskaya Street, on the section from house No. 284 to No. 437. During the inspection, experts recorded the emergency condition of a gravity sewer with a diameter of 1,000 millimeters, built in 1969. Due to significant physical wear and tear and heavy winter precipitation, part of the pipeline collapsed.

The survey showed nine soil failures, nine subsidence and the destruction of two sewer wells, which resulted in the network actually ceasing to work. This is causing flooding in the yard sewerage networks of several residential buildings on Prydunayska and Vesinna streets.

To prevent further destruction of the sewer system and deterioration of the sanitary situation in the city, the commission ordered urgent work to restore the 608-meter-long collector. Due to the threat of an emergency, it was decided to procure the repair services under a shortened procedure.

In parallel, a search for a contractor has been announced to carry out a set of repairs aimed at protecting water supply and sewage networks and restoring the road surface. This is a part of the above-mentioned area. Only in this procurement, the works will be performed from the house No. 283 to No. 325 on Prydunayska Street. The auction will be held on April 1. The contract is worth UAH 10.1 million. The contractor must complete the work by June 30 this year.

In particular, it is planned to dismantle the old asphalt and crushed stone pavement, dismantle curbs, remove tree stumps and remove construction waste. After that, the road base will be reinforced with sand and gravel mixture and crushed stone, and a new layer of asphalt concrete will be laid on top. It is also planned to install new curb stones and curbs. Separately, the project envisages the arrangement of a stormwater system, including the construction of a stormwater inlet, installation of grates, and laying of a pipe for rainwater drainage. The final stage will be the arrangement of crushed stone pavement on certain sections of the road. The works will be performed on the road section leading to the port facilities and transshipment points.
