The Department of Municipal Security of Odesa City Council has conducted two procurements for the purchase of trucks, including four tow trucks.
This is reported in the Prozorro electronic procurement system.
The first procurement involves the purchase of four tow trucks for UAH 11 million 800 thousand, and the second procurement involves the purchase of two heavy-duty motor vehicles for UAH 7.2 million.
Both purchases were made in the format of open bidding with special conditions and the supplier had no competitors.
The vehicles are to be supplied by Gralion LTD, a limited liability company. According to the YouControl service, the company was registered in Kyiv in 2018. The owner is Viktor Chilik from Odesa.
The year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules for conducting tenders for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.
The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
For example, the municipal enterprise City Roads chose Rostdorstroy Limited Liability Company as a contractor to restore the road surface after emergency repairs of heating networks in Odesa.
The procurement was conducted in the format of open bidding with the peculiarity that the company had no competitors.
Odesa residents also continue to protest against procurement that they consider inappropriate during the war. On January 13, the city's citizens took to the streets for the 20th such rally.
The first rally this year took place on January 6, and the last rally in 2023 was held on December 30.
At the beginning of January 2024, the work of the Transparency and Accountability group resulted in the cancellation of tenders totaling over UAH 360 million. In total, 300 tenders have been reviewed in Odesa Oblast since October 2023.
