Residents of a landmark building in the center of Odesa file a lawsuit against the city hall

The Economic Court of Odesa Region has scheduled for August 13 a hearing on the lawsuit filed by residents of the house No. 4 in Teatralny Lane, known as the Manger House, against the executive committee of the Odesa City Council.

According to Olena Ignatenko, a resident of the building, this is not the first time the residents have had a lawsuit with the executive committee.

Earlier, the residents won in two instances in another lawsuit - to recognize as illegal the decision of the city council commission that assigned the house an emergency status.

The local residents are going to use the court decision to get the building repaired. They are ready to invest their own money and count on the city's help. However, so far they cannot do anything because the building is under UNESCO protection. In order to do anything, they need design and estimate documentation. And with the help of the court, people are going to force the executive committee to produce it.

"The Magner House, part of the historic center of Odesa and currently under the protection of UNESCO, is located in Teatralnyi Lane on the corner of Prymorskyi Boulevard.

The monument is part of a complex that began to be built in the late nineteenth century. At the beginning of the twentieth century, the complex was owned by one of the board members of the Bessarabian-Tauride Bank, Borys Magner, who carried out a large-scale reconstruction with the expansion of the area by adding one floor and completely changing the exterior decor designed by architect Leonid Chernihiv.

The apartments in the building were mostly rented out, and after the 1917 Revolution, representatives of the city's intelligentsia settled there.

On November 28, 2023, members of the Standing Committee on Territory Development Planning, Urban Design, Architecture, and Cultural Heritage Protection decided to recommend to their colleagues that the building be included in the list of those that are planned to be renovated in 2024.

During the commission's meeting, residents of the building who were present noted that the list approved earlier by the executive committee included houses at 12 Chaikovskoho Lane, 14 Chaikovskoho Lane, and 18 Chaikovskoho Lane, where condominiums have also been created.
