Repair of the park and work on the slopes near the beach: AMCU investigates collusion in Odesa tenders

Antimonopoly officials suspected Tenesi LLC of Odesa and Axolitstroy LLC of Kyiv of collusion in the course of participation in tenders held by the Odesa City Council.

This is reported on the website of the Southern Interregional Territorial Department of the Antimonopoly Committee of Ukraine.

According to preliminary findings, the companies could have coordinated their actions during two procurements - the overhaul of Plokhyi Park and emergency works on the slopes near the 16th station of the Big Fountain.

Such actions, in the committee's opinion, could have affected the bidding results and violated antitrust laws. In this regard, the AMCU proposes to fine both companies. However, the final decision in the case is to be made by the administrative board on May 28, 2025.

According to YouControl, Tenesi LLC has been operating since 2014. The company is registered in the village of Limanka, Odesa region. Its director is Ruslan Dushkin, and the main owners are Serhii and Kyrylo Halitovskyi, who own 68% and 32%, respectively. They are also the ultimate beneficiaries.

The company's core business is real estate leasing. At the same time, it is also engaged in construction and repair, furniture production, installation of engineering networks, electrical installation, transportation, landscaping, sale of building materials, furniture, etc.

In 2024, the company's revenue amounted to more than UAH 16.5 million, and its net profit was almost UAH 118 thousand. For comparison, in 2023, the profit was only 32.7 thousand. The company employs 9 people (27 in 2023).

The company participates in public procurement. Among its recent customers are structural units of the Odesa City Council, a military unit, and municipal institutions. The largest contracts - worth millions of hryvnias - are related to construction or engineering works.

Kyiv-based Axolitstroy was founded in March 2018 and is wholly owned by its director, Hanna Yakovenko, who is the sole owner and ultimate beneficiary.

The company specializes in engineering, geological and geodetic services, as well as performs construction, electrical, plumbing, finishing works, equipment rental, cleaning, landscape services, etc.

In 2020, the company declared over UAH 23 million in revenue and a small net profit of almost UAH 27 thousand. In recent years, the ownership structure and management of the company have changed several times.

The company is also actively involved in public procurement, having won at least 19 tenders. In 2024, it sold services worth more than UAH 8 million, in particular to the Tairova Village Council and Municipal Enterprise "Miskzelentrest".

Recently, the AMCU recognized the actions of the Dalnytsia village council as a violation of competition law and ordered it to cease violations within two months.
