Rada authorizes police to take children out of combat zone without parental consent

The Verkhovna Rada has approved bill No. 12353, which allows police to evacuate children from combat zones without parental consent.

This was reported by the Ministry of Internal Affairs.

The decision on the mandatory evacuation of the population from areas where active hostilities are ongoing or possible will now be made by military administrations on the proposal of local commanders. According to the new regulation, such a measure may be general or targeted at specific groups of citizens, including children, the elderly and people with disabilities.

After the official announcement of the evacuation, the responsibility for transporting a child to a safe area rests with the parents or guardians. However, in cases where adults refuse to take minors out of the area of active fighting, the National Police takes over these responsibilities. The agency emphasizes that law enforcement officers will independently transport children to safe areas with their subsequent transfer to the supervision of guardianship and custody authorities.

The process of removing people can be both large-scale and selective, covering only those who, due to their advanced age, health or minority status, are unable to leave the danger zone on their own. This primarily includes children, people with disabilities, and the elderly, to whom the state undertakes to provide temporary shelter after the evacuation measures are completed.

In addition, a special regime of movement is introduced in the settlements where mandatory evacuation has been announced. This implies significant restrictions on entry and exit, and any movement through the territory will be carried out exclusively with special passes.
