Prosecutor's Office Suspends ₴24M Tender for Dalnytsia Village Council Building Reconstruction

The Prosecutor's Office has suspended a tender for the reconstruction of a building in the administrative building of the Dalnytsia village council in Odesa district worth almost UAH 24 million. The contract for UAH 24 million was terminated due to a violation of the procedure.

This was reported in the press service of the agency.

They explained that the contract was concluded in February 2025, but prosecutors found that the tenderer had incorrectly determined the cost of the work, violating the Guidelines for Determining the Cost of Construction. This led to an artificially low price offer. Despite the fact that violations of technical requirements were found, the customer did not reject the offer, which became the basis for concluding a contract that did not meet the requirements of the law.

The Prosecutor's Office, in accordance with Article 23 of the Law of Ukraine "On the Prosecutor's Office", sent a notice to the state financial control body regarding the violations to protect the interests of the state and prevent inefficient use of budget funds.

It should be noted that the tender announcement was published on December 18, 2024, in the Prozorro system, and the expected purchase price was UAH 29.18 million. The reconstruction work was to be completed by December 31, 2025. The winning company would have to ensure the execution of the work.

As Intent previously reported, analysts at the BES regional office in Odesa region also identified risks in this tender. They found that the financial statements of the company participating in the tender for the last five years show an average annual income of UAH 2.2 million, which is several times less than the required UAH 8.8 million, which violates the requirements of the tender documentation.

Interestingly, this is the second attempt by the village council to announce a tender for the reconstruction of the building. In October 2024, an auction was held with the participation of four companies, including ETM Group LLC, which agreed to perform the work for UAH 24.36 million. However, state auditors found violations of the law, which led to the cancellation of this procurement.
