Officials suspected of fraud in traffic lights procurement in Mykolaiv

Mykolaiv law enforcement officers have launched an investigation into alleged fraud with budget funds during the renovation of road infrastructure. The case concerns the purchase of traffic lights, for which the city paid in December 2025, but the equipment has not appeared at the facilities.

This was reported by Anti-Corruption Dimension with reference to a court ruling .

The investigation focused on contract No. 16/12-1, concluded on December 16, 2025, between the local municipal specialized installation and maintenance enterprise and Spetselektromontazh-7 LLC. According to the contract, the city was to receive regulatory and lighting equipment worth more than UAH 1.2 million. Despite the fact that on December 27, the utility paid in full for the supply, the goods were never delivered to the company.

In January 2026, during searches at the residence of the director of the utility, in his car and at the company, law enforcement officers did not find a single piece of the ordered equipment. The investigation believes that to conceal the crime, the officials used fictitious documents on the alleged transfer of traffic lights for storage to a contractor. However, these contracts did not specify specific warehouse addresses, and the legal address of Spetselektromontazh-7 LLC turned out to be a small office space physically unsuitable for storing such a large amount of equipment.

Due to the utility company 's refusal to voluntarily provide the necessary documentation, the court granted the investigators' request for access to the original documents for examination. The director of the company has already been served a notice of suspicion of embezzlement under martial law. The police continue to identify the full range of people involved in the fraud and are checking other contracts of the contractor.
