Odesa Regional Council to appeal to authorities to award Oborin the title of Hero of Ukraine

Odesa Regional Council convened its 28th session. The agenda includes an appeal to the President to confer the title of Hero of Ukraine, changes in municipal hospitals, the Anti-Corruption Program, and support for the Chornomorsk port.

The relevant resolution was signed by the head of the Odesa Regional Council, Hryhoriy Didenko.

The Odesa Regional Council has announced the convening of the plenary meeting of the 28th session of the eighth convocation on September 12, 2025 at 10:00. The agenda includes a number of issues covering the work of the regional council, financial activities, land relations, creation and reorganization of communal enterprises, as well as consideration of deputy appeals and inquiries.

The key draft decisions include an appeal to the President, the Verkhovna Rada, and the Cabinet of Ministers to confer the title of Hero of Ukraine and award the Golden Star Order (posthumously) to Kostiantyn Oborin for courage and heroism.

The agenda also includes approving the procedure for providing targeted assistance to families in difficult life circumstances and reviewing the performance of the Odesa Region Prosecutor's Office for the first half of 2025.

It is also planned to approve the Anti-Corruption Program of the Odesa Regional Council for 2025-2027 and amend the decision of June 23, 2023, on the termination of the activities of the Danube Regional Hospital Municipal Non-Profit Enterprise by merging it with the Odesa Regional Clinical Hospital."

The deputies will also pay attention to the appeal to the President of Ukraine and the Antimonopoly Committee to support the State Enterprise "Sea Commercial Port"Chornomorsk" and ensure objective and fair consideration of cases related to its activities.

The meeting is expected to be attended by MPs of Ukraine, the leadership of the Odesa Regional State Administration and its deputies, the head of the regional prosecutor's office, the head of the Main Department of the National Police in Odesa region and the head of the regional department of the Security Service of Ukraine. The deputies will consider both routine issues of the council's work and social and strategic initiatives for the development of the region.

In August, the National Agency for the Prevention of Corruption(NAPC) refused to approve the anti-corruption program of the Odesa Regional Council for 2025-2027 due to numerous shortcomings.
