Odesa MP's firm received another 1.5 billion in contracts in Mykolaiv region

Rostdorstroy, a company owned by Odesa MP Yuriy Shumeher, has once again been awarded a large-scale road contract in Mykolaiv region. The company will be paid more than UAH 1.5 billion from the budget for the maintenance of roads of national importance.

This was reported by the Center for Public Investigations.

The tender was announced by the Service for Infrastructure Restoration and Development in Mykolaiv Oblast. The auction was held on September 20 with Rostdorstroy as the only participant. The company offered 1 billion 557 million hryvnias, which is 84 million less than the initial expected cost of 1.64 billion hryvnias.

Under the terms of the tender, the contractor has until April 30, 2027, to carry out a range of works on 814 km of roads in the region. These include repairing damage and deformation of the road surface, restoring infrastructure destroyed by natural disasters (floods, landslides), repairing curbs and road fences, and strengthening roadsides and slopes.

The works will be carried out, in particular, on such important highways as M-13 Kropyvnytskyi - Platonove, M-14 Odesa - Melitopol - Novoazovsk, H-24 Blahovishchenske - Mykolaiv, as well as at the entrance to Mykolaiv airport and other roads.

The company is owned by Odesa City Council member Yuriy Schumacher and businessman Yevhen Konovalov. The owners have ties to the Trust the Deeds party and Odesa Mayor Hennadiy Trukhanov.

In August of this year, the company was awarded a contract worth more than UAH 760 million.

In May 2025, Rostdorstroy again won a tender for UAH 300 million without competition for the maintenance of 689 km of state roads in Mykolaiv region. At the same time, the company was awarded another contract in Kherson region to repair roads in Beryslav district worth 160 million. After signing the contract, auditors noticed signs of irregularities and began monitoring the procurement.

In the same May, the company took on two large-scale contracts in Mykolaiv region for more than a billion hryvnias - and again without competitors. At the same time, the company is already involved in a case of non-fulfillment of previous contracts.

Despite scandals, conflicts with anti-corruption authorities, ties to politicians, and numerous journalistic investigations, Rostdorstroy has consistently received billions of dollars in contracts from the budget. Today, the company has dozens of contracts and huge profits, and it is constantly featured in critical media reports.
