A new boiler plant worth 152 million was commissioned in Kherson without a bidding process

In Kherson, the City Council’s Capital Construction Department has commissioned the renovation of one of its facilities, including the installation of a 10 MW emergency backup modular gas boiler plant. The total cost of the project is 152 million hryvnias.

According to data from the Prozorro system, the procurement was conducted without a competitive auction, and the Kyiv-based consortium “Teplomodul Group” was selected as the winner. The corresponding contract was signed on August 26, 2026.

The client was the Capital Construction Department of the Kherson City Council, and the general contractor was “Teplomodul Group.” The consortium’s director is Andriy Volodin.

This is a “design-build” project. The contractor must conduct the necessary surveys, develop a working design, undergo expert review, supply equipment, and perform construction and commissioning work.

The boiler plant will have an estimated capacity of 10 MW and will run on natural gas. The documentation states that it is intended for emergency heat supply to residential and public buildings. The equipment must be transportable and allow for rapid installation and connection to heating networks.

The project also provides for automated operation of the boiler house without the constant presence of personnel and the ability to operate autonomously locally in the event of a loss of communication with the control center.

The largest portion of the total cost goes not toward construction itself, but toward equipment.

According to the contract price:

• 124 million hryvnias—equipment for a modular boiler house and related equipment;
• 25.54 million hryvnias — construction and installation work;
• 2.46 million hryvnias — design, survey, and expert evaluation work.

In other words, equipment accounts for over 81% of the total contract value.

The tender was conducted under a procedure that allows for the conclusion of a contract without an open bidding process. On Prozorro, the stated reason was that the contracting authority is located in an area of active hostilities, which had not concluded as of the contract’s signing date.

As a result, only the “Teplomodul Group” consortium submitted a bid, and it was awarded the contract worth 152 million hryvnias. On Prozorro, the company is listed as a small business.

“Teplomodul Group” was registered on August 19, 2026—just seven days before the contract was signed. According to public registries, the consortium’s authorized capital is 100,000 hryvnias, and its director is Andriy Volodin. The founders are PP “Remontnik 1993” and LLC “Ekoprombud Ukraine,” each holding a 50% stake.

At the same time, the procurement documents themselves list Taras Syvokobylskyi and Dmytro Shkurpela as the ultimate beneficiaries, each with an indirect controlling interest of 50%.

According to the project schedule, design, survey, and expert review are to be completed by December 1, 2026, at which time the delivery of equipment is also scheduled to be completed. Construction and commissioning work is scheduled from October 1 to December 20, 2026.

However, the contract formally sets the deadline for completion of the work as December 31, 2026.

Funding is allocated for two years. For 2026, the plan allocates only 40,651 hryvnias from the state budget’s reserve fund, while an additional 151.96 million hryvnias is allocated for 2027 from sources not prohibited by law. The total amount of funding is 152 million hryvnias.

At the same time, the contract specifically states that the contractor may perform the work using its own funds, with subsequent reimbursement within the limits of the allocated budget appropriations.

As a reminder, on the night of August 27, the thermal power plant was struck again—by fourKAB missiles. According to regional authorities, the attack destroyed and disabled all remaining heat and power-generating capacity at the plant.

Following this, the head of the Kherson Regional State Administration,Oleksandr Prokudin, stated that the Kherson Thermal Power Plant could no longer be relied upon to operate stably this winter and called on the city’s residents to evacuate.
