Odesa MP's company may receive a billion in two contracts in Mykolaiv region

Mykolaiv region has selected a winner for two contracts for the maintenance of state roads. The monopoly company, which the prosecutor's office accused of failing to perform the work, may receive more than a billion hryvnias without competition.

This was reported by the Center for Public Investigations with reference to the Prozorro system.

In early May, the Infrastructure Restoration and Development Service in Mykolaiv region announced a tender for the maintenance of national roads until the end of 2026.

The expected cost of the procurement exceeded UAH 946 million. For these funds, the contractor will have to ensure the roadworthiness of national highways by the end of 2026 by performing additional maintenance work - from cleaning and repairing the pavement to maintaining roadsides and road signs.

Also, the Mykolaiv Oblast Infrastructure Restoration and Development Service announced an open tender for additional works on the maintenance of national highways. According to Prozorro, almost 300 million hryvnias were planned to be spent on these needs.

Only one company, Rostdorstroy, submitted its proposal, which is currently awaiting a decision. This means that the company can receive two contracts worth more than 1.2 billion without a competitive procedure.

In the first case, the amount offered by the tenderer was reduced by more than 28 million, and in the second case - by 14 million hryvnias.

The ultimate owners of Rostdorstroy LLC are Yuriy Shumacher, a deputy of the Odesa City Council from the party "Trust the Deeds," and businessman Yevhen Konovalov. The company has longstanding ties to the political force of Odesa Mayor Hennadii Trukhanov.

According to YouControl, the company has been operating since 2005 and specializes in the construction of roads and highways. It has been the subject of journalistic investigations more than 20 times and has already earned more than UAH 84 billion from public tenders.

In January 2023, the Commercial Court of Odesa Region considered a lawsuit filed by the regional prosecutor's office against Rostdorstroy. Despite the postponement of the work due to the full-scale invasion, the prosecutor's office claimed that the repairs had not started, even though the contractor was to receive more than UAH 500 million.

Also in Kherson region, Odesa-based Rostdorstroy won a 160 million hryvnia tender for road maintenance in Beryslav district. Despite the auditors' comments and signs of violations, the contractor was awarded the contract. In addition, the company received another contract worth over UAH 36 million to rebuild houses in the village of Posad Pokrovske that were destroyed during the hostilities.

The company does not forget about its home region. In April, the Odesa Road Administration signed an agreement with the company for the maintenance of city streets worth more than UAH 20 million.

Last year, about 500 private companies received almost UAH 150.5 billion from the state. Rostdorstroy was among the top five, winning 7.6 billion worth of tenders.
