Odesa Awards ₴38M Road Repair Contracts to Rostdorstroy and Avtomagistral-Pivden Without Competition

Two major road contractors in Odesa region have been awarded the right to patch asphalt in Odesa without competition, worth a total of UAH 38 million. These are the Odesa-based companies Rostdorstroy and Avtomagistral-Pivden.

This was reported by the Center for Public Investigations.

The Road Maintenance Department of the Odesa City Council signed two large contracts for the maintenance of city streets without any competition. Open bidding with special conditions took place on April 15, but only one participant registered for each of the auctions, and these companies automatically became the winners.

Rostdorstroy LLC, owned by Odesa City Council member Yuriy Schumacher, will receive more than UAH 20 million. The company will carry out works on 7.9 thousand square meters of city roads. The objects include Prince Volodymyr the Great Avenue (5,000 square meters), Baltska Road (1,800), as well as smaller sections on Zabolotnyi (600 square meters) and Treta Peresypska (518 square meters) streets. The cost of the contract amounted to UAH 20.455 million, which is UAH 49 thousand lower than the expected cost.

Another contract worth UAH 17.456 million was awarded without competition to Avtomagistral-Pivden LLC, one of the country's largest road companies. With these funds, the contractor is to repair 5.5 thousand square meters of road surface - 2.5 thousand on Velyka Arnautska and 3 thousand on Seredniy Fontanska.

Thus, almost 38 million hryvnias for road repairs in Odesa were distributed without any tender competition.

The ultimate beneficiaries of Rostdorstroy LLC are currently Yuriy Shumacher, a member of the Odesa City Council and representative of the Trust the Deeds party, and businessman Yevhen Konovalov.

Last year, about 500 private commercial companies received almost UAH 150.5 billion from the state. Among the top five is Rostdorstroy LLC of the Rostdorstroy group, which received UAH 7.6 billion in public tenders. The total value of the company's winning tenders is almost UAH 470 billion. The group includes two other companies that, together with Rostdorstroy, received UAH 8.8 billion in public funds.

According to the YouControl service, as of 2021, the sole official owner of Automagistral-Pivden LLC is Odesa businessman Oleksandr Boyko. Prior to that, the company was registered with Odesa residents Oleh Nalyvanyi and Valerii Korotkov. However, the media claims that Avtomagistral-Pivden, like another major road company from Odesa, Rostdorstroy LLC, is under the influence of London resident Alexander Zhukov.

Intent has already written that the company of the Izmail MP won an 8 million dollar tender in Odesa without an auction.
