Odesa hospital made five procurements without an auction totaling almost UAH 20 million

The municipal non-profit enterprise City Clinical Hospital No. 11 of the Odesa City Council conducted five procurements for the purchase of medical equipment for a total of UAH 19 million 570 thousand.

The relevant information is available in the Prozorro electronic procurement system.

All procurements were conducted in the format of open tenders with special conditions, and the only winner in the tenders was Protek Solutions Ukraine, a limited liability company.

The company will have to provide the equipment to the hospital after the contracts are signed:

• An expert-class lung ventilator with a built-in compressor and CO2 measurement module - UAH 3,124,999.
• A surgical double-dome ceiling lamp - UAH 2 million 995 thousand.
• Multiplane electronic adult esophageal sensor - UAH 1.8 million.
• Ultrasound diagnosticsystem, including sensors (stationary) - UAH 5.3 million.
• Ultrasound diagnosticsystem, including sensors - UAH 6 million 350 thousand.

The equipment is scheduled to be delivered by December 31, 2024. According to the YouControl service, Protek Solutions Ukraine LLC was registered in Kyiv in 2009. The owners are Natalia Tugay and Fedir Kirpenko.

Open bidding with special features means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days.

Often, there is no auction during such tenders, so the participant has no competitors.

However, the year before last, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

The government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
