Odesa handed over a beach for people with disabilities to municipal authorities

In Odesa, municipal enterprises received a beach for people with disabilities at the 11th station of the Velykyi Fontan and elements of the Kanatna Square landscaping. The decision was made to ensure proper maintenance and operation of the facilities.

The relevant decisions were made at an extraordinary meeting of the Executive Committee of the Odesa City Council on August 21, 2025.

Oleksandr Filatov, Director of the Department of Land Resources, proposed to include several issues on the agenda regarding the transfer of municipal facilities to the balance sheet.

These decisions concerned the transfer of the beach for people with disabilities at the 11th station of the Big Fountain and the elements of the park at the intersection of Kanatna Street and Lesia Ukrainka Avenue to the balance sheet of the city's municipal enterprises.

The beach for people with disabilities, located between the traverses No. 6-B and No. 7 of the second stage of landslide protection structures, was transferred to the balance sheet of the Odesa Coastal Utility Company. As stated in the decision, this will help clarify the scope and cost of capital investments in the beach and ensure its proper maintenance and development.

In addition, the utility company was handed over the elements of the Kanatna park, located on the border with Lesia Ukrainka Avenue. Three companies received them on their balance sheets for maintenance: "Miskzelentrest, Service Center, and Odesmisksvitlo. The decision emphasizes that this should ensure the proper operation, preservation and functioning of municipal property.

Mayor Gennadiy Trukhanov suggested that the decision should be adopted as a whole, taking into account the proposals of the departments, and the decision was supported.

The renovated inclusive beach at the 11th station of the Big Fountain was opened on July 1. Back in January 2025, at a meeting of the city council's specialized committee, it was reported that more than UAH 21 million was planned to be spent on its arrangement, although the final amount was to be determined during the work. In March, the Department of Engineering Protection of the City Territory and Coastal Development conducted a tender and selected a contractor.

Prior to that, Dolphin Beach was rented by Odesa businessman and developer Yuriy Degas. In 2021, he set up the first inclusive recreation area there and opened the Kaleton beach complex. According to him, part of the profits from the complex went to the maintenance of the inclusive beach.
