The Service for Children of the Odesa City Council has announced its intention to purchase one- and two-bedroom apartments at the expense of the budget to provide housing for orphans and children deprived of parental care.
This was reported by the press service of the Odesa municipality.
Housing is purchased within the city of Odesa in residential buildings put into operation or on the secondary market at the lowest price.
The housing must be independent, comfortable and meet the established sanitary and technical requirements, i.e. suitable for living with full interior decoration, in residential buildings that do not belong to the old, dilapidated and emergency funds.
The money for the apartment or house will be transferred on the basis of a notarized contract through the State Treasury to the seller's bank account by bank transfer in UAH.
The cost of the apartment must include all costs associated with the registration of ownership and payment of taxes and fees (mandatory payments) provided for by law.
Meanwhile, the amendments to the city program for providing housing for orphans, children deprived of parental care, persons from among them and large families raising five or more children for 2023-2025, which are proposed to be considered at the next session of the city council, provide for the refusal of the city council to purchase housing. Compensation is planned to be paid on the basis of state-approved estimates. However, the mechanism for providing orphans with housing will change only if the city council approves the amendments to the program and will take effect in 2026.
At the end of 2024, the city of Odesa decided to purchase housing for orphans and large families. It was about six individual houses with land plots.
In September 2024, the city council noted problems with the implementation of the program to provide housing for orphans and children deprived of parental care due to the unwillingness of developers to cooperate with the budget. Developers are unwilling to sell apartments to government agencies due to bureaucratic delays and requirements for the readiness of apartments.
