Odesa City Council has confirmed the facts of unauthorized construction over the M1 Club Apartments hotel on Lanzheron. After approval from the Ministry, the SACC will conduct an unscheduled inspection to decide the fate of the illegal superstructure.
This is evidenced by the response of the acting mayor of Odesa, Igor Koval.
The Odesa City Council has officially responded to an electronic petition by the NGO Common Purpose to dismantle the superstructure over the M1 Club Apartments hotel on Lanzheron. The City Hall's response confirms that the construction is being carried out with significant violations and a significant deviation from the approved project.
During the monitoring, employees of the State Architectural and Construction Inspectorate found that the owner of the facility, SPC-Realt, had built eleven floors instead of the permitted eight and was continuing to complete the twelfth. Although officially the company was only authorized to reconstruct it into a water sports center.
The inspection was conducted on the basis of archival data and technical documentation, which confirmed that the construction went beyond the approved conditions. The land plot for the facility has been leased since 2015, and the lease agreement was recently extended for another ten years.
Due to the martial law and the Cabinet of Ministers' resolution, which effectively prohibits scheduled and unscheduled inspections, the city SACC applied to the Ministry of Community and Territorial Development for permission to conduct the inspection. The Ministry agreed to the unscheduled inspection, and by December 5, the agency plans to conduct an inspection of the client, general contractor, and designer. The initiator of the petition was also invited to a personal meeting with the head of the city SACC.
The activists emphasized that the superstructure distorted the landscape and blocked the view of the sea from the Memorial to the Unknown Sailor. The authors of the petition demanded that the three upper floors, which were built illegally, be dismantled.
On November 12, an electronic petition demanding the dismantling of an illegal superstructure on Lanzheron Beach that blocked the view of the sea from the Unknown Sailor Memorial on the Walk of Fame collected the required number of signatures. The activists emphasize that this building spoils the historical appearance of the Odesa coast and violates the visual corridors designed for protection.
