Mykolaiv region reorganizes MSEC: merger with regional hospital instead of liquidation

It was decided to reorganize the Mykolaiv forensic medical examination center and merge it with the regional hospital. By January 10, 2025, the regional military administration must transfer all medical expert cases to health care institutions.

The decision was made at the plenary session of the Mykolaiv City Council.

According to the medical reform, the deputies were asked to vote for the draft decision "On the reorganization of the Mykolaiv Regional Center for Medical and Social Expertise by joining the Municipal Non-Profit Enterprise Mykolaiv Regional Clinical Hospital."

According to the Cabinet of Ministers ' Resolution No. 1338, the MSEC will cease to operate as of January 1, 2025. Instead, expert teams based in medical institutions will be assessing the functioning of individuals.

A debate arose during the discussion of the decision. MP Svitlana Fedorova noted that Mykolaiv region is the only region that is reorganizing the MSEC by merging it, while in other regions these institutions are being liquidated.

"Either we destroy the MSEC and implement the resolution. Or let's say that we just took the MSEC and moved it to the regional hospital," said Fedorova.

Anton Tabunschyk, chairman of the regional council, urged the deputy not to distort the facts. His deputy, Denis Andreev, assured her that the reorganization was in line with national practice.

As a result, the decision was supported by 36 deputies, with two abstentions.

According to the draft decision, the Mykolaiv Regional Clinical Hospital will become the legal successor to the MSEC, while maintaining the scope of services. The hospital will transfer its property, archives and medical expert files to the MSEC.

In addition, the Mykolaiv Regional Military Administration is obliged to form a commission to reorganize the institution. At the same time, the management of the regional hospital must ensure an inventory of property and the preparation of the necessary documentation to continue working in the new format.

On January 1, 2025, the reform will start, replacing the MSEC with an assessment of daily functioning. It is expected that the path to disability status will be significantly simplified for a person, as most processes will be shortened and digitalized. It is planned to open 37 such expert teams in Mykolaiv.

Earlier, Vira Bilyakova, chief physician of the regional MSEC of the Mykolaiv Regional Council, was served with a notice of suspicion of declaring false information. At the end of October, law enforcement officers searched the homes of the chief physician and her son as part of an investigation into a mobilization evasion scheme. During the searches, they found more than $450,000, jewelry, and three undeclared apartments registered in her son's name.
