Mykolaiv region decided to repair elevators for a million

Pivdenoukrainsk has announced plans to <b>overhaul three elevators</b> in a residential building located at <b>1 Sobornosti Avenue</b>.

This is evidenced by data from the ProZorro electronic procurement system.

The expected cost of the works is UAH 1 million 843 thousand 778. In particular, it is planned to dismantle and replace the electrical wiring, control station, winch and subframe, as well as replace the elevator car, rollers, levers and traction ropes. Additionally, the repair will include repair of the catcher mechanism, painting of metal surfaces and preparation of the elevators for operation.

Earlier, the Department of Municipal Economy of Odesa City Council held three procurements to select a company to repair several elevators in multi-storey buildings in the city for a total of UAH 8 million 302.8 thousand.

The repair of two elevators in house No. 65 on Kolontaivska Street for UAH 3 million 930.9 thousand, one elevator in house No. 5/1 on Yaroslav Baisa (Vysotsky) Street for UAH 1 million 493.5 thousand, and two elevators in house No. 193 on Balkivska Street for UAH 2 million 878.5 thousand.

All three tenders were held in the format of open tenders with special conditions. Open bidding with special conditions means that almost all terms are shorter than in open bidding under the Law on Public Procurement. This means that this procurement is much faster than open tenders.

The period for submitting proposals is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no auction during such tenders, so the participant has no competitors.

However, after the full-scale invasion of the Russian Federation, the Cabinet of Ministers of Ukraine temporarily changed the rules of bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation. Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.
