On Friday, November 22, the Department of Education, Youth and Sports of the Koblivka Village Council announced a 9.9 million tender for the repair of the dining room at the local lyceum.

This became known from the announcement published in the public procurement system Prozorro.

The deadline for submitting applications for participation in open bidding with specifics on the overhaul and modernization of the dining room and catering unit of the Koblivka Lyceum of the Koblivka Village Council is December 9, 2024. The expected cost of the works is UAH 9 million 953 thousand. The contractor must complete the works by December 31, 2025.

Open bidding with special features means that almost all auction terms are shorter than in open bidding. The period for submitting bids is seven calendar days, and the period for challenging qualifications is five calendar days. Often, there is no competition during such auctions, so the bidder has no competitors.

However, after the start of the full-scale aggression of the Russian Federation in 2022, the Cabinet of Ministers of Ukraine temporarily changed the rules for bidding for the period of martial law in Ukraine and within 90 days from the date of its termination or cancellation.

Thus, the government temporarily canceled electronic auctions. Since then, tenders announced in Prozorro can be held without an auction.

Earlier, the company of the former parliamentary candidate Point Food LLC received eight hundred thousand for a tender for fruit for Mykolaiv schools. So, by the end of 2024, they have to supply 4,356 kilograms of first-grade oranges and 7,000 kilograms of bananas.

This company also supplied the most expensive beef for customers in Mykolaiv and Odesa regions for budgetary funds. The Mykolaiv Education Department signed an agreement to organize catering in the city's schools and kindergartens for more than UAH 60 million. The contract was traditionally awarded to the municipal production enterprise for catering in educational institutions.

And in Odesa, a tender was held to select a company that will supply meals for schoolchildren in 35 educational institutions. The procurement was conducted in the format of an open tender with special features, and the only participant was Fabrika Smaku. The company will receive more than UAH 10 million after the deal is concluded.

In August, the Government allocated funds to modernize school canteens for healthy nutrition of children. Mykolaiv and Odesa regions received UAH 272.9 million. The subvention is an important step in the modernization of infrastructure aimed at improving the nutritional conditions for students and teachers in schools. Mykolaiv region received UAH 132.7 million and Odesa region received UAH 140.2 million.
