Mykolaiv City Allocates ₴650M for Educational and Medical Upgrades

At the beginning of 2025, the Mykolaiv City Planning Department spent more than 650 million on shelter and energy modernization of educational and medical institutions. The most expensive project was the reconstruction of the regional children's hospital for more than UAH 600 million, which was won by a company with a mixed reputation.

Intent, using the public and commercial bidding platform zakupivli.pro, decided to investigate which projects the city's budget funds were spent on.

The Department of Urban Planning and Architecture of the Mykolaiv Regional State Administration began 2025 with services for the protection of premises, electricity supply, and electronic communication services, for which they planned to spend more than UAH 223 thousand.

In January, they initiated major repairs of the basements of the South Ukrainian Vocational Lyceum for UAH 7.8 million and the Novoodessk Vocational College for over UAH 32 million. Over UAH 99,000 was also allocated for the designer's supervision of the repair of the shelter at Novoodesskiy Vocational College. Another UAH 39,160 was allocated to supervise the repair of basements at the Yuzhnoukrainsky Vocational Lyceum.

UAH 4.4 million was allocated for the protection of fortifications.

UAH 512,688 was allocated for the development of design and estimate documentation for the installation of a hybrid solar power plant on the roof of the four-story medical building of the Mykolaiv Regional Clinical Hospital, which will provide backup power for the dialysis unit. Another UAH 151,380 was planned for project documentation for a similar power plant on the roof of the regional blood transfusion station.

Legal services cost the budget 360 thousand hryvnias, and heat supply - 99 thousand.

UAH 249,200 was spent on supervision of the repair of the Mykolaiv Polytechnic College storage facility. Another UAH 124,600 was allocated to supervise the reconstruction of the Sunshine kindergarten in Koblevo. In addition, UAH 204,700 was allocated for the designer's supervision of the construction of a new dual-purpose building with shelter functions for Lyceum No. 4.

Adjustments to the design estimates for the repair of the polyclinic building of the Bereznehuvata District Hospital cost UAH 322,200.

In March, the Mykolaiv City Planning Department announced a 614-million tender for the reconstruction of the Mykolaiv Regional Children's Clinical Hospital. The contract for the reconstruction of the regional children's hospital wasawarded to Antares-BUD LLC, although its offer was not the most favorable in terms of price. The company is already involved in criminal proceedings and regularly wins large tenders for budget funds in the region. Also, UAH 1 million 170 thousand 528 was allocated for the author's supervision of the hospital's reconstruction.

In April, hundreds of thousands of budget funds were allocated for the design of hybrid solar power plants at social facilities in Mykolaiv region.

In particular, UAH 143,880 was spent on design and estimate documentation for a solar power plant on the roof of the Center for Medical Rehabilitation and Palliative Care for Children, and another UAH 138,540 for the Center for Ophthalmology and Eye Microsurgery.

The design of a power plant for the main building of the Mykolaiv Regional Phthisiopulmonology Center cost UAH 348,660.

In addition, more than UAH 1 million was spent on projects for solar power plants on the roofs of the geriatric boarding houses in Voznesensk, Novosvitlivsk, Barativka, and Bashtanka psychoneurological boarding schools - UAH 252,880 for each of these institutions separately.

Recently, a tender was to be held for the overhaul of the radiation shelter at the Stepkivska school of I-III grades in Mykolaiv region. The cost of the work was more than UAH 19 million. However, the tender was suspended due to a complaint: the client was accused of violating public procurement legislation, in particular, of setting discriminatory conditions in the tender documentation.

In 2024, the Department of Urban Planning and Architecture of Mykolaiv Regional State Administration spent the most on school repairs, shelter construction, and water supply reconstruction. The total amount of the largest procurements exceeded UAH 1.5 billion.
