Tender for ₴19.3M radiation shelter overhaul in Stepkivka

In the village of Stepkivka, Pervomaiskyi district, Mykolaiv region, a tender for the overhaul of the radiation shelter at the local gymnasium was suspended. The budget for the work is UAH 19 million 347 thousand.

This was reported by the Center for Public Investigations.

The procurement procedure was announced through the Prozorro system, but is currently suspended due to complaints. The first complaint was filed by Olkris Construction Company LLC, which claimed discriminatory requirements of the tender documentation. However, the appeal body left it without consideration, as the complaint did not meet the requirements of paragraphs 2-5 and 9 of Article 18 of the Law of Ukraine "On Public Procurement". The relevant decision was published on April 11, 2025.

The second complaint was filed by Tanolbud LLC on April 14. It also refers to the establishment of discriminatory conditions in the tender documentation. This complaint has been accepted for consideration, and a decision on it is currently pending. The information about the acceptance of the complaint for consideration was made public on April 16, and the resolution part of the decision was published on April 25.

After that, the commission of the Antimonopoly Committee of Ukraine decided to oblige the Department of Urban Planning, Architecture, Capital Construction and Development Projects of the Mykolaiv Regional State Administration to amend the tender documentation for the overhaul of the radiation shelter of the Stepkivska school.

Intent has already written about this tender. UAH 19 million 347 thousand has been allocated for the restoration of the radiation shelter at the Stepkivska gymnasium, which currently has 103 students.

The project provides for a complete renovation of the shelter's infrastructure. It is planned to install new electric lighting and power equipment, cold and hot water supply, sewerage, ventilation and heating systems. The shelter is to be equipped with a fire alarm and evacuation system, a methane alarm and commissioning. It is also planned to provide communication facilities - telephone, Internet and radio. Particular attention will be paid to the arrangement of conditions for people with limited mobility, including lifting platforms. In addition, an external sewerage system will be installed and all the necessary equipment and facilities will be purchased.

Meanwhile, in Mykolaiv, they plan to build a protective structure for a local kindergarten. To implement the initiative, a project must be developed and an expert evaluation must be conducted. It is planned to complete the arrangement of the shelter for children by the end of 2026.
