The Department of Housing, Architecture and Land Relations of the Podil City Council in Odesa Oblast has once again held a tender to select a contractor to be paid for the construction of a civil defense structure on the territory of school No. 9.

This is reported in the Prozorro electronic procurement system.

Two companies took part in the procurement: Berezivkaagroshlyakhbud LLC and Ukrservicegroup Limited Liability Company. The winner was the latter, which agreed to work for UAH 73 million 207.5 thousand. According to the YouControl service, the company was registered in Odesa in 2006 and is owned and operated by Oleksandr Myach, a resident of Kryvyi Rih.

This is not the first attempt to select a contractor. On October 15, the Department of Housing, Architecture and Land Relations of the Podil City Council of Odesa Oblast changed the winner of the tender for the construction of a shelter at City School No. 9 for the second time.

In the morning, the potential winner was Adonia Company LLC, which was ready to work for 63 million, but in the evening it was Berezivkaagroshlyakhbud LLC, which was the third of four bidders in terms of the cost of the work.

The company was ready to work for UAH 69.8 million. As for the proposal of Adonia Company LLC, it was rejected due to inconsistencies in the documents. The same as the proposal of Phoenix Leko Limited Liability Company, which agreed to work for UAH 62 million 999 thousand 999.9.

This is not the first time the company has won tenders in Odesa region, and it has been mentioned in the media in connection with criminal proceedings. For example, in January 2025, 368.media, citing criminal case materials , claimed that the company was mentioned in a case of suspicion of misappropriation of budget funds by the Department of Education and Science of the Odesa City Council. According to the publication, the misuse concerned major repairs of shelters in Odesa schools. In particular, in December 2023, the Center for Financing Educational Institutions of Prymorskyi District and the contractor UkrServiceGroup LLC signed a contract for the repair of the shelter of Lyceum No. 10 worth more than UAH 5.3 million. However, in April, the cost of these works increased to UAH 7 million, and by the end of the year - to UAH 16.9 million. Investigators, according to the publication, found that the funds transferred to the contractor's account did not correspond to the scope and quality of the work performed.

Also in January 2025, Nikcenter journalists accused the company of inflating prices for some materials compared to the market level. The company allegedly included in the tender documents the price of gypsum metal panels for clean rooms - UAH 3,15 per square meter (selling price plus VAT), which, according to the journalists, was higher than the market price.
