Mykolaiv firm with shady ties wins millions from South Ukrainian NPP

The South Ukrainian Nuclear Power Plant plans to give almost UAH 25 million without competition to a firm that was previously accused of misappropriating funds. The company has received billions of dollars in contracts from the plant over the past two years, despite a bankruptcy case and criminal proceedings.

This is evidenced by data from the Prozorro procurement system.

In May , South Ukrainian NPP announced a tender. It is planned to reconstruct the backup pipeline DN 400 (culvert) of the pressure sewer through the Tashlyk Reservoir. More than UAH 25 million is provided for the implementation of this project. The selected contractor must complete the work by December 5, 2025.

The auction was scheduled for June 11, but it did not take place because only one participant submitted an offer. Therefore, the contract may be awarded to Yuzhenergobud, which was previously accused of overcharging and misappropriating budget funds for contracts for the South Ukrainian NPP.

According to the YouControl analytical system, Yuzhenergobud was registered in 1993 with a registered capital of UAH 4 million 174 thousand 800. The founder of the company is Matvii Yasenytskyi. It is currently reported that bankruptcy proceedings have been initiated against the company.

In 2023-2024, the company was mentioned several times in journalistic investigations. Since 2015, the company has earned UAH 4.3 billion in public procurement. The main profit came in 2024, when the company raised 2.9 billion hryvnias in tenders. The company's main customer in 2024 was the South Ukrainian NPP.

Earlier, in 2022, according to a ruling of the Central District Court of Mykolaiv, Yuzhenergobud PrJSC was involved in a criminal case of misappropriation of budget funds. The case concerned repair works commissioned by the South Ukrainian NPP. Despite being bankrupt since 2007, the company has been winning tenders on a regular basis.

In December last year, this company was also awarded a contract for construction and maintenance work, including engineering protection of the South Ukrainian NPP. The deal was worth more than UAH 2 billion. In May 2025, the company received a half-billion contract from Energoatom to replace transformers.
