Mykolaiv City Council Awards UAH 10.64M Shelter Repair Contract

Mykolaiv signed an agreement to repair the shelter with a favorite of the city council. This is the third agreement with this company on the arrangement of the shelter.

This is evidenced by data from the Prozorro public procurement system.

The contract was signed with NDB Group on January 21, 2025. It is about the current repair of the civil protection structure No. 52461. The expected procurement amount was over UAH 11 million. The selected contractor must complete the repair work by April 1, 2025.

The new agreement, worth UAH 10.64 million, raises doubts about the appropriateness of spending budget funds.

The company has previously received significant funds to repair the same shelter. Thus, in July 2024, an open tender was held, in which only one company, NDB Group, took part, which won the contract for UAH 4 million 805 thousand.

However, the agreement was signed only after a number of inconsistencies were resolved. In October of the same year, the company was awarded another contract without competition to repair the executive committee's shelter for UAH 4.1 million, which was later reduced by UAH 200,000. In December, the company signed a new contract for additional work worth 396 thousand hryvnias.

At the end of 2024, the city council announced another procurement worth UAH 11.12 million, and the company again had no competitors, winning with a bid of UAH 10.64 million.

According to YouControl, NDB-Group LLC was registered on October 4, 2022, in Mykolaiv with a minimum authorized capital of UAH 5 thousand.

Over the two years of its operation, the company has earned more than UAH 35 million in public tenders, having received orders from such major clients as the executive committee of the Mykolaiv City Council, the Department of Education, and the Zakhyst utility company. Already in 2025, the company received more than 10 million from procurement.

In November 2024, the company, which often cooperates with the Mykolaiv executive committee, also received a repair contract worth almost a million hryvnias, again without competition. Denmark funded the repair of the lyceum' s bomb shelter with two million hryvnias. An agreement with this company was signed for 950 thousand hryvnias. The fate of the remaining funds provided by Denmark remains unknown.
