Denmark finances repair of Mykolaiv lyceum's bomb shelter

In Mykolaiv, Denmark funded the renovation of a bomb shelter for a lyceum with two million dollars. The contract for almost a million was given to a newly created company whose services are often used by the executive committee of the Mykolaiv City Council.

This was reported by the Center for Public Investigations, citing data from the DREAM Digital Recovery Ecosystem and other resources.

The project was initiated by the Mykolaiv City Council. The balance holder is the Department of Education.

The project budget is UAH 1 million 945 thousand 868. The source of funding is the funds of other countries, more specifically, the Kingdom of Denmark.

It is noted that the project has been implemented since September 2024. The estimated duration of the repair is 5 months.

At the same time, according to Prozorro, the bidding for the repair of the bomb shelter of the Mykolaiv Lyceum named after Professor M. Aleksandrov was held on August 8, 2024. Two companies competed for the contract - YUL-Stroy LLC and NDB-Group LLC, which won the tender.

The agreement with the company was signed for UAH 950 thousand. It is unknown where almost a million of the funds provided by Denmark went. The company is supposed to complete the repairs by December 31, 2024.

According to YouControl, NDB-GROUP was registered on October 4, 2022, in Mykolaiv with a registered capital of five thousand hryvnias. The head of the company is Serhii Antonov. In the two years of its operation, the company has already managed to earn more than UAH 22 million in public tenders.

The company has three main customers, thanks to whom it has managed to earn such funds in two years. These are the Executive Committee of Mykolaiv City Council, the Education Department of Mykolaiv City Council, and the Zakhyst utility company.

Mykolaiv region also signed an agreement to repair the shelter, which was planned to be built in 2019. More than UAH 19 million was allocated from the budget for this purpose. The tender was won by a company that was registered almost a year ago, but this did not prevent the company's beneficiary from earning more than UAH 40 million in government tenders.

And the design of the construction of a shelter for the Nechayansky Lyceum for 35 million was carried out by the company that was involved in the investigation. The company was featured in a journalistic investigation into price gouging in the construction of a new radiation shelter for the Taborivska school. The project was ordered without a tender from the Mykolaiv-based company Agrofon-Proekt, which has already received two dozen orders from the Buz village council.

In addition, in Mykolaiv, the repair of a shelter at a lyceum was awarded to a company that was accused of corruption and large-scale tax evasion. More than 90 million hryvnias are planned to be spent on the new construction of a civil defense facility for the RRU on the territory of the Rybakivskyi Lyceum of the Koblivka village council.
