Mykolaiv lyceum's shelter repair worth 90 million was entrusted to a company with a corrupt past

In Mykolaiv, the repair of a shelter at a lyceum was awarded to a company accused of corruption and large-scale tax evasion. The tender amounted to more than UAH 90 million.

This was reported by the Center for Public Investigations with reference to the Prozorro procurement system.

A shelter will be built in Mykolaiv region for a lyceum attended by students from four villages. More than 90 million hryvnias are planned to be spent on the new construction of a civil defense facility on the territory of the Rybakivka Lyceum of the Koblivka Village Council.

The work was commissioned by the Department of Education, Youth and Sports of the Koblivka Village Council. The source of financing is budgetary funds. The total construction area is 1359.6 square meters. The works are to be completed by September 1, 2025.

The auction, which took place on September 19, was attended by only one participant, Nimfan, with an offer of UAH 89 million 759 thousand 230.

According to the YouControl online analytical system, the company was registered in 2005 in Mykolaiv. In addition to the main KVED - construction of residential and non-residential buildings, it has 13 other types of activities. The founders of the company are residents of Odesa.

The company owns 3 vehicles: MAZ, TOYOTA and LEXUS. It also holds 7 licenses.

Since its inception, Nimfan LLC has earned UAH 275 million 089 thousand 114 in public tenders . And, of course, plus almost 90 that have not yet been added to the system. The company operates in both Odesa and Mykolaiv regions.

Until 2023, the company's total revenues exceeded revenues from public procurement, but in 2024, the income was only from public procurement and as of today amounted to UAH 51 million 833 thousand 136.

As for criminal proceedings, the company appeared in 361 documents. In commercial cases - 44 times, in administrative court cases - 27 times, and in civil cases - 8 times.

For example, according to the decision of the Odesa Court of Appeal of 07.07.2020, the company was involved in the case of the creation and acquisition of other companies with signs of fictitiousness in the period from 2013 to 2016, which were used to cover up illegal activities aimed at providing tax evasion services. The case involved about 50 companies.

This is not the first time that a company with Odesa roots has been awarded tenders in Mykolaiv region. For example, a hundred-million-dollar tender for road repairs in Mykolaiv region was won by an Odesa-based company associated with the Trust the Deeds party and corruption scandals.

Also recently, the Mykolaiv Oblast Infrastructure Restoration and Development Service ordered the repair of the Varvarovsky Bridge over the Pivdennyi Buh River to the only bidder, European Road Construction Company LLC. The contract is worth UAH 57 million. The State Audit Service is interested in the tender.

Earlier, journalists of the Center for Public Investigations investigated which tenders in Odesa, Mykolaiv and Kherson regions were announced and canceled precisely because they were inappropriate during the full-scale invasion.
