Mykolaiv-based firm wins six tenders thanks to connections

The newly created company won six tenders for road and sidewalk repairs in Mykolaiv. The company is associated with a businessman whose companies have previously been involved in criminal proceedings and journalistic investigations into embezzlement of budget funds.

In a month and a half, Commercial Enterprise Blahoustrii LLC, registered at the end of May 2025, won six tenders of the Administration of Zavodskyi District of Mykolaiv for the repair of roads and sidewalks totaling more than UAH 7.6 million. The company is linked to businessman Dmytro Kalenyk, whose companies have previously been involved in criminal proceedings and journalistic investigations for allegedly siphoning off budget funds.

According to Prozorro, in June-July 2025, the Zavodskyi District Administration announced six tenders for the repair of intra-quarter passages and sidewalks in different neighborhoods of the city. The expected value of the tenders was about UAH 7.64 million, with individual amounts ranging from UAH 714 thousand to UAH 2.67 million. The works covered, in particular, General Oleksa Almazova, Yevhenia Loginova and Shoseinaya streets.

In all six procurements, the only bidder and winner was Commercial Enterprise Blahoustrii LLC. The company received the first contract on June 26 to repair the sidewalk on Yevhenia Loginova Street, offering UAH 980.5 thousand. Payment is to be made after the actual completion of the work within 45 banking days.

The company, registered on May 28, 2025, with an authorized capital of UAH 50 thousand, has only four employees and no director. Marina Ilyika has been appointed as the head of the company, and until August 10, the owner was Dmytro Kalenyk. The company specializes in the construction of roads, residential and non-residential buildings, railways, as well as engineering and geodetic services.

Dmytro Kalenyk and Maryna Ilyika are associated with a number of other companies, including Favoritdorbud, Fortunainvestbud, Dorbudservice, Delta-Oil, CityMbud LLC, and Sky Town LLC, where they were or are founders and directors. Three of these companies were involved in criminal proceedings for embezzlement during road repairs in Mykolaiv, while the others have repeatedly been investigated by the Antimonopoly Committee for violating economic competition.

In 2017, journalists already wrote about the involvement of Delta-Oil and Kalenko in schemes of alleged misappropriation of budget funds: a company with no experience was awarded a contract worth almost a million hryvnias, and the work was performed with violations of technology. "Delta-Oil and Dorbudservice had common phones, staff and tender applications, imitating competition. According to journalists, Kalenyk is a longtime partner of Viktor Cherednyk, who has been convicted six times, and the company is registered at his apartment without an office or technical base.

Dmytro Kalenyk also worked as a chief engineer at Fortunainvestbud LLC and twice ran for the Mykolaiv City Council - in 2010 in the majority district 27 and in 2020 on the OPFL party list, but did not become a deputy.

Recently, Mykolaiv Regional State Administration signed agreements worth more than a billion hryvnias for the construction of new boiler houses to replace the destroyed CHP plant. Contracts for the supply of equipment and installation work were awarded to five companies, and all contracts were concluded without open bidding.
