Renovation of a kindergarten in Mykolaiv hangs in the air in the seventh year of work

In Mykolaiv, a tender for the overhaul of kindergarten No. 87 with the implementation of energy-efficient solutions worth more than 15 million failed. Both bidders were rejected, despite the absence of complaints or comments from the controlling authorities.

This is evidenced by data from the Prozorro electronic procurement system.

In Mykolaiv, it was planned to overhaul kindergarten No. 87 with the introduction of energy efficiency measures. The tender for UAH 15.75 million was announced at the end of June, providing for adjustments to the project documentation, as well as work on facade insulation, window replacement, heating modernization, etc.

The auction took place on July 14, and was attended by two companies - ITC Mykolaivbud LLC and Pivdenbud Mykolaiv LTD. The latter company was declared the winner as it was waiting to sign the contract. However, on July 25, the client rejected both proposals.

There were no complaints from participants or comments from the State Audit Service of Ukraine during the tender. However, during the inspection of the tender proposal, shortcomings were found. According to the tender organizers, the proposal does not meet the technical specification and other requirements. If the identified discrepancy cannot be eliminated, the bid is subject to rejection.

According to Prozorro data, the reconstruction of kindergarten No. 87 in Mykolaiv began in 2018. At that time, more than UAH 10 million was allocated for the thermal sanitation of the building, and the contract was signed with Pivdenbud Mykolaiv LTD.

In 2020, the facility was included in President Volodymyr Zelenskyy 's Big Construction program, and the work was financed from the city budget. According to media reports, in 2022, there was a shelling nearby and the building was damaged.

Pivdenbud Mykolaiv LTD is not new to the public procurement market. In August 2024, the company won a tender for the reconstruction of the Bashtanka hospital buildings worth more than UAH 300 million without competition - it had previously signed agreements for this work and even paid an advance, but the contract was terminated.

In 2019, the firm and the Capital Construction Department of Mykolaiv Regional State Administration were involved in a case of embezzlement of funds allocated for the restoration of a children's and youth sports school.

The company also won a state contract for the reconstruction of Koblivskyi kindergarten, initially as part of the "Big Construction" project, which began in 2021. The work was suspended due to a full-scale invasion, but the company managed to receive UAH 18 million. In 2023, the agreement was renewed for UAH 44 million, but it was again terminated with a payment of UAH 22 million.
