Reconstruction of a hospital in Mykolaiv region for 300 million was given to a dubious company with which the contract had already been signed

In early August , the Department of Urban Development, Architecture, Capital Construction and Project Support of the Mykolaiv Regional State Administration announced the reconstruction of the Bashtanka Multidisciplinary Hospital. It was planned to spend more than UAH 300 million from the budget.

The expected cost of the reconstruction of the hospital 's medical building was UAH 144,641,690, and the polyclinic building - UAH 204,473,905.

Bashtanka Multidisciplinary Hospital came under enemy rocket fire on April 19, 2022. The attack damaged the building of the polyclinic and partially damaged two hospital departments.

On June 16, 2023 , the Cabinet of Ministers allocated a subvention for the implementation of projects aimed at eliminating the consequences of armed aggression. UAH 86 million 879 thousand 900 was planned for the reconstruction of the polyclinic building and UAH 45 million 304 thousand 662 for the reconstruction of the medical building.

In September 2023, the reconstruction of the hospital's outpatient clinic building was also announced . At that time, the tender was awarded to a company that was being investigated for misappropriation of budget funds. The company was also accused of abuse of office by prior conspiracy with officials of the Capital Construction Department of Mykolaiv Regional State Administration.

TheCenter for Public Investigationsfound that the auction took place in September 2023, with a total value of UAH 191 million 614 thousand at the time. The only bidder was Pivdenbud Mykolaiv LTD with an offer of UAH 180 million 117 thousand 160 thousand. The company received about UAH 14 million in advance, but the agreement was terminated.

In total, between 2010 and 2024, the company earned more than UAH 600 million in public tenders. In 2023, the only customer of the company was the Department of Urban Development, Architecture, Capital Construction and Support of Development Projects of Mykolaiv Regional State Administration. In all 9 tenders of the Department in 2023, the only bidder was Pivdenbud Mykolaiv LTD.

It also turned out that in 2019, Pivdenbud Mykolaiv LTD and the Capital Construction Department of the Mykolaiv Regional State Administration were involved in a case of misappropriation of budget funds by abuse of office by prior conspiracy. The funds in question were allocated for the restoration of the building of the Mykolaiv Regional Children's and Youth Sports School.

Recently, another court decision from 2022 regarding this company was made public. This time, a lawsuit was also filed on the fact of misappropriation of funds during the performance of construction work under contractor agreements. In addition, the investigators found that some of the work was not completed in full and substantiated that the contractor had been transferred funds that were not included in the estimate.

In addition, Pivdenbud Mykolaiv LTD is a leader in terms of the amount of signed contracts for the restoration of destroyed social institutions in Mykolaiv region. The company has received contracts worth UAH 408 million. This company has repeatedly appeared in journalistic investigations because of its ties to local officials.
