A company with a criminal record will repair a memorial in Mykolaiv region

In Mykolaiv region, a company with a dubious reputation may receive a contract for the reconstruction of a memorial for more than UAH 9 million. The company is involved in cases of budget embezzlement and is probably connected to local authorities.

This was reported by the Center for Public Investigations, citing data from Prozorro.

In July, the Housing and Utilities Department of Pervomaisk City Council announced a tender for the reconstruction of the Victory Square Memorial Complex. The project involves the arrangement of an Alley of Glory to honor the fallen community members who defended Ukraine. The total cost of the works amounted to UAH 9.63 million.

The only bidder was Architectural and Construction Company ArchCity LLC, which reduced the price by only 192 thousand hryvnias.

Initially, the Alley was planned to be built in another place - in a park on Varvarivska Street. However, after appeals from the families of the fallen soldiers, the location was changed - it was decided to arrange the memorial in Victory Square. The project includes two pedestrian paths, six lawns, a central composition of granite blocks and flagpoles, as well as 24 stands with photos of the fallen. The area will be landscaped and equipped with benches, trash cans and lanterns.

CPR analysts investigated the activities of the potential contractor. According to YouControl, ArchCity was registered in Pervomaisk in 2017 with an authorized capital of 1 thousand hryvnias. The founder is Olha Statsiuk. The main activity is technical consulting in engineering. In eight years, the company has won government contracts worth almost 70 million hryvnias, including in Pervomaisk, Mykolaiv, Pivdenoukrainsk, and villages in the region.

At the same time, the company has been involved in criminal proceedings several times. In 2019, it was linked to the embezzlement of budget funds during the repair of a road in Vradiivka, where the company was carrying out supervision. The investigation revealed significant violations and underestimation of the scope of work.

In 2025, according to Opendatabot, the company was again mentioned in a case of misappropriation of more than UAH 39 million for the construction of a bridge across the Southern Bug. Investigators found a possible conspiracy between contractors who did not perform the declared work but received funding from the budget. As part of the investigation, the court granted access to the company's documents.

In addition, companies associated with the company were involved in money laundering schemes through so-called "conversion centers" in Mykolaiv and Odesa regions.

The Mykolaiv-based company, which was mentioned in journalistic investigations due to alleged overpayments, also won a tender for the reconstruction of a building to equip a shelter. Since the beginning of 2024, it has received government orders worth more than UAH 142 million.
