Mykolaiv authorities give another multimillion-dollar contract for shelter for deputies to one contractor

The contract to repair the shelter for Mykolaiv's executive committee was awarded to a company that has been regularly winning tenders from the city council since 2022 and has been featured in journalistic investigations into possible overpayments. Its head has dozens of enforcement proceedings and is associated with a number of businesses and NGOs.

This was reported by the Center for Public Investigations with reference to the Prozorro system.

The company, which has already received more than UAH 37 million from the city budget since its establishment in 2022, has won another tender for the repair of a protective structure for the executive committee of the Mykolaiv City Council.

It is about overhauling the basement in one of the buildings, which should serve as the simplest shelter in case of an air raid. According to the terms of reference, the project involves replacing windows and doors, updating electricity, communications, ventilation, dismantling old finishes, finishing and painting. The expected cost of the works is UAH 8.7 million, and they are to be completed by December 19, 2025.

The auction was held on June 20 and was attended by two companies: Tarviyamonolitstroy LLC and NDB-Group LLC. The latter company won the auction and is currently awaiting the signing of an agreement.

According to YouControl, NDB-Group was registered in October 2022 in Mykolaiv. It is headed by Serhiy Antonov, who has extensive business activity: he is the owner or beneficiary of eight companies and is registered as an individual entrepreneur in eight different areas - from trade to construction and pharmaceuticals.

In addition, he runs the charity organization East-West Together for the Future and a public organization of IDPs. Antonov has 46 open enforcement proceedings, including for non-payment of utility bills and administrative violations, and is involved in 53 commercial cases.

In the period from 2022 to 2025, NDB Group received more than UAH 37 million under government contracts. The largest amount of money - more than UAH 18 million - was spent in 2024.

According to Opendatabot, the previous owner of NDB-Group was Lilia Antonova, who worked for more than eight years in the structure of the National Police of Mykolaiv region. Until 2023, the company was run by Edgar Martirosyan.

The firm works closely with Mykolaiv City Council. In particular, in February 2025, NDB Group signed a contract for the current repair of the civil defense shelter No. 52461 worth more than 11 million. At the same time, last October, the same company had already carried out work at the same facility for 4.4 million.

In July 2024, it also received an order to equip basements for a bomb shelter without competition, and in October, it received a contract to repair a shelter for the Mykolaiv Professor Oleksandrov Lyceum, funded by Denmark. Of the two million dollars allocated by the donor, this company also received almost half of the funds.

The company has been repeatedly mentioned in journalistic investigations, in particular because of inflated prices for construction materials.
