MPs' company wins tender for construction of a shelter for forensic experts

The tender for the construction of a shelter for forensic scientists in Odesa was won by the company of a member of the Odesa City Council. This company has already earned over UAH 85 billion in public procurement.

This was reported by the Center for Public Investigations with reference to Prozorro data.

In September, the Odesa Research Forensic Center of the Ministry of Internal Affairs of Ukraine announced a tender for the construction of a specialized underground shelter. It is a shelter for 100 people, which is planned to be built on the territory of the institution. The estimated cost of the purchase was UAH 10 million 928 thousand, the auction was scheduled for October 1, and the construction was to be completed by the end of 2026.

However, already during the tender, the participants expressed comments on the procurement conditions. In particular, one of the companies drew attention to the requirement to provide four similar contracts at once to confirm their work experience. Each of them had to be accompanied by references dated no earlier than the announcement was published. Participants emphasized that it was almost impossible to get four references in four days, most of which were on weekends. The customer responded that the terms and conditions did not violate public procurement legislation.

Two companies, Bessarabiyastroy LLC and Rostdorstroy LLC, came forward to bid. Rostdorstroy won, offering an amount almost UAH 90 thousand lower than the expected cost. The company is now awaiting a decision on the contract.

According to YouControl, Rostdorstroy is owned by Odesa City Council member Yuriy Shumacher and businessman Yevhen Konovalov. The owners are associated with the "Trust the Deeds" party and Odesa Mayor Gennadiy Trukhanov. The company was registered in 2005, and its main activity is the construction of roads and highways.

The company has been featured in at least 20 journalistic investigations and has earned more than UAH 85.5 billion in public tenders.

Over the years, the company's main customers have included the Capital Construction Department and the Road Construction Department of the Odesa City Council, the Infrastructure Restoration and Development Services in Odesa, Mykolaiv, and Kherson regions, and the state-owned Local Roads Agency. The company earned its highest revenue in 2012, over UAH 21 billion.

At the end of September, Rostdorstroy received a new large contract in Mykolaiv region. It is a UAH 1.5 billion contract for the maintenance of national roads. Last year, this company became one of the largest recipients of budget funds: it earned UAH 7.6 billion in public tenders.

At the beginning of 2025, the NACP found inaccurate data in the declaration of the company's co-owner and Odesa City Council member Yurii Shumakher. It was about UAH 25 million worth of inaccuracies, including the undervaluation of his wife's Land Rover Range Rover Velar.
