The Housing and Communal Services Department of the Izmail City Council in Odesa Oblast conducted a procurement to select a company that will be paid to restore housing damaged by the armed aggression of the Russian Federation.

This was reported by the Center for Public Investigations, citing the Prozorro electronic procurement system, and refers to a building at 2 Topolna Street that needs major repairs to an apartment building.

The procurement was conducted in the format of an open tender with special conditions, and the only participant was Rodnik Private Enterprise. The company will have to complete the repairs by November 30, 2028, and receive UAH 35 million 854.5 thousand.

In October, the private enterprise Rodnik, owned by City Council member Ihor Dekhtyarev, won a tender from the Izmail City Central Hospital to select a contractor for the next stage of the overhaul of the adult clinic on Klushina Street in Izmail, Odesa Oblast.

Also last year, the Executive Committee of the Izmail City Council of the Izmail District of Odesa Oblast paid UAH 24 million 375.8 thousand to the private enterprise Rodnik from November 2022 to December 2024.

In total, there were five procurements for this project. The first one was held in October 2021 with the participation of two companies, Rodnik PE and Vasolbudstroy PE.

In 2023, the Housing and Communal Services Department of the Izmail City Council in Odesa Oblast concluded a contract without a tender for the repair of an apartment building damaged by a Shaheda attack in Izmail with the Rodnik private enterprise of Ihor Dekhtyarev, a member of the Izmail City Council from the Servant of the People party.
